OCTOBER SESSION                             October 18, 2011                               THIRD TERM DAY

 

11:00 a.m. The board convened with Commissioners Skip Brandt, Jim Chmelik and James Rockwell, and Kathy Ackerman Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Bid openings for snowplowing at airport-Cook & Sons-$125, Black Swan-$115 per hour. Mike Cook will review bids and make a recommendation next week.

 

Cook updates regarding the sale of the fuel truck. He has found a buyer, but has run into a slight complication with the title that he is working through.

 

Cook will be working with Riedesel regarding a grant application on the airport land acquisition.

 

11:15 a.m. Jim Gorges regarding the annual ‘Trunk or Treat’ Halloween event put on by the Sheriff’s Office.   It has worked well the past two years because Halloween fell on the weekend. This year, however, Halloween is on a Monday. Gorges requests permission to close a portion of the Courthouse parking lot in order to hold this event-would need to start around 3 pm in order to clear the part they are using and get set up. No objection from the Commission.

 

11:30 a.m. Brandt moves to go into Executive Session pursuant to IC 31-874/Indigent. Rockwell seconds. Roll call-all in favor.

11:50 a.m. End Executive Session

 

1:00 p.m. The Board reconvenes.

 

Jim Chmelik regarding an easement being granted to the County in order to get the trail near Elk City back open. Jeff Cartwright, BLM, regarding putting a bridge back in—funds have been recommitted and may be difficult to get back—they may be willing to consider the bridge in the event there is a permanent easement rather than a temporary easement. Cartwright advises they are also working on a possible land exchange in the future. Chmelik requests that he be advised when future closures are being considered. BLM advises that they had no intent to lock the public out—they felt they were obligated to do so because the landowner would no longer allow access.   Pam Smith, property owner in Elk City, questions the way the road was decommissioned—indicates that the area is devastated—discussion.

 

Cartwright updates regarding Riggins Gun Range—advises that Labrador and Risch are working on a transfer of 30 acres from the BLM to the County—this is requiring a change in legislation.

Brandt questions regarding Elk City building—Cartwright advises they are working on it, however, they have run into a problem—they are trying to get this resolved so that leases can at least be renewed pending permission to sell properties—discussion.

 

1:30 p.m. Brandt regarding Green House-Board adjourns briefly to inspect the property. Discussion is tabled for the time being.

 

Brandt moves to approve minutes of October 11 and October 12 meetings. Chmelik seconds. Motion carries.
