OCTOBER SESSION                             October 12, 2011                               SPECIAL MEETING

 

10:00 a.m. The board convened with Commissioners Skip Brandt, Jim Chmelik and James Rockwell, and Kathy Ackerman Clerk present.

 

The Commission met with Leigh White and Lesley Rinner of the Government Accountibility Office. Also in attendance speaking on behalf of the County were Jerry Zumalt and Mike Cook.

 

Ms. White and Ms. Rinner provided a list of the following questions:

 

1. Please describe the projects your county has funded with Title III dollars since the SRS Act was reauthorized in 2008.

a. How much is each project expected to cost? Will the entire cost be funded through Title III funds?

b. How much has been spent on each project to date?

c. What is the status of each project (completed, underway, etc.)?

d. Did the projects fit into any of these categories –firewise community program, emergency services reimbursement, or development of wildfire protection plans?

 

2. Who was involved in the decision-making process for these projects and was their input from the RAC or public?

 

3. What guidance, if any, did the county receive and/or review when determining how to allocate the SRS funds and select Title III projects?

 

4. What are the county’s plans and time frames for spending any remaining Title III funds? Does the county have any Title III funds remaining that it received prior to the 2008 payment (generally received in early 2009)?

 

5. After the Secure Rural Schools was reauthorized in 2008, did the county have to make any changes in its Title III activities?

 

6. Who in the county decides how to allocate the SRS funds and who typically communicates this information to the state?

 

7. Who in the county prepares the certification each year for the Forest Service? Is the certificate sent to the State – or directly to the Forest Service?

 

8. Has the county received the proper amount of money from the State that the Forest Service calculates for Title III? When does the county typically receive this money?

 

9. What problems, if any, does the county have with the Title III allocation or certification process?

 

10. What type of records or documentation does the county maintain on the Title III projects and expenditures?

 

11. Discussion of potential questionnaire.

 

There was a general discussion of these questions and supplemental/supporting documentation was provided as requested.
