 8:30 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Mark Frei and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

8:45 a.m. Brandt moves to approve the appointment of Ray Bowers to the Idaho County Historic Preservation Commission to replace Marge Arnzen. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the hiring of Darin Strickland for the Road Department. Frei seconds. Motion carries with all in favor.

Brandt moves to approve the Orders of Cancellation as per Abbie Hudson. Frei seconds. Motion carries with all in favor.

Brandt moves to approve the minutes of May 14. Duman seconds. Motion carries with Brandt and Duman in favor. Frei abstains-he was absent.

Brandt moves to approve the addition meetings requests for Brandt and Duman. Duman seconds. Motion carries with all in favor.

Brandt moves to amend the agenda to include an agreement for engineering services with JUB under the emergency provision for work to commence as soon as possible on the Glenwood Road Culvert Repair. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the agreement for JUB for engineering services for the Glenwood Road. Duman seconds. Motion carries with all in favor.

9:00 a.m. Kathy Ackerman regarding budget considerations-questions regarding continuing with American Fidelity as our 120 plan administrator-discussion-Commission would like to continue with American Fidelity. Discussion regarding continuing with Blue Cross employee insurance coverage through Camas Prairie Insurance-Commission would like to check into Gem Plan-Ackerman will try to make contact with someone. Commission does not plan to put insurance package out to bid this year, but will reevaluate putting it out to bid every 2 or 3 years.

9:46 a.m. Gene Meinen regarding need for ‘final pass compactors’ that go on road graders-requests 2 at $15,000 each-discussion regarding finding used equipment that might be available from area highway districts-Meinen will follow up on used options. Brandt moves to approve the purchase. Duman seconds. Motion carries with all in favor.

Meinen regarding the need to purchase bull nose blades for snow removal in Elk City area-he has checked pricing with Pape and Western States-cost is approximately $25,000-discussion. Frei moves to approve the purchase. Brandt seconds. Motion carries with all in favor.

10:00 a.m. Kirk MacGregor regarding most recent communication with Paul Panther from the Attorney General’s Office. Discussion regarding Idaho Code requirements for a Comprehensive Plan moving forward. Frei moves that no Planning & Zoning Commission be formed and that the County Commissioners work toward developing a Comprehensive Plan. Duman seconds. Motion carries with all in favor. MacGregor will follow up with Paul Panther regarding the decision to move forward. Frei requests that Jessup begin work on an introduction. Discussion continued for two weeks. Brandt questions regarding releasing other communications between MacGregor and Panther-discussion. Brandt moves to allow the release as discussed. Duman seconds. Motion carries with all in favor.

10:30 a.m. James Zehner gives reappraisal update-large area was covered this year-there were some significant increases found due to additional buildings and a general trend up in sales prices. Zehner advises that the rest of the County that was not reappraised will be evaluated through the valuation process of the Tax Commission-values have to be between 90 and 110 percent of market values-several areas needed to be trended up. Zehner reviews areas and trends.

10:45 a.m. Leah Mager regarding a property owner who owns property jointly with her brother in Texas and in Idaho-homeowner’s exemption was claimed both in Idaho and Texas, so we removed the homeowner’s here in 2017 and 2018-property owner has requested that the homeowner’s exemption be restored and retroactive for the past two years-has been restored at 50% for 2019-discussion. Commission declines to reinstate the homeowner’s for 2017 and 2018.
