8:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Bette Polack, Deputy Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

3 -Denial; 1-Suspension;

8:43 a.m. End Indigent

Commissioners discuss parking problems because of trial. Discussion with Mike Cook about removal of snow piles in the parking lot. Mike will have Norm come in and remove what he can. Also, will notify county employees that the county vehicles need to be moved to SAR building or Airport.

Discussion on a person wanting a tort claim form, Matt instructs to send form.

Brandt moves to approve the March 12th minutes.  Duman seconds. Motion carries with all in favor

Brandt moves to approve Certificate of Residency for Jordyn Higgins.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve Alcoholic Beverage License for Seubert RV Park   Frei seconds. Motion carries with all in favor

Brandt moves to approve the void of 3 checks: Nelson Family Dentistry, John Reid and Associates, Uniforms 2 Gear.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve addition meetings for Duman for Magistrate Commission, Stibnight Advisory and Brandt to the CFDM. Duman second.  Motion carries with all in favor.

9:15 a.m. County Engineering Consultant- Matt Jessup recommends using the same forms that were used last time, Meinen suggest that there is no hurry and this can wait until Kathy Ackerman is back. Meinen states that he would like to keep using JUB until the county appoints an Engineer Consultant. Brandt makes a motion to use JUB Engineering until we have new engineer. Duman seconds. Motion carries with all in favor.

9:30 a.m. Connie Jensen-Blyth- Noxious Weeds- Purchase Request for a UTV.  Research into different types and models that would meet their needs. Brandt appreciates all the work.  Brand moves to approve purchase Pioneer UTV from Tackett Saw Shop. Duman second. Motion carries with all in favor.

9:45 a.m.  Gene Meinen & Jerry Zumalt here to discuss JUB Agreement-Sally Ann Road- ERF approximate proposal $1.8 million-dollar project. Brandt moves to approve the agreement.  Duman seconds. Motion carries with all in favor

9:50 a.m.  Gene Meinen & Jerry Zumalt – Bid request for 1 project on Adam’s Grade and 3 projects on Luke’s Gulch road, these 3 to be put in 1 bid package. Waiting for approval from Nez Perce tribe, with approval hoping to go out for publication next Monday. Brandt moves to direct the road dept to move forward with projects. Duman seconds.  Motion caries with all in favor.

10:00 a.m. Canvass of the March 12 Election.  Brandt moves to approve the canvass.  Duman seconds.  Motion carries with all in favor.

10:30 a.m. Zlata Myr, Department of Juvenile Correction, provides Commission with an update.  Myr presents data on arrests and offenses, community service hours, restitution collection, completion of probation, recidivism, and funding.

11:00 a.m. Don Wood – Hettinger Ranch additional information from last week’s meeting. The east side parcel to Forest Service, west side to Idaho Fish and Game. Hettinger Ranch agrees to pay Idaho County two checks at the estimated amount total of $41,467.00 Ron Funke checking on exact numbers with treasurer.

11:30 a.m. Mike Cook presents update on Airport activities.  Mike ask for the Commission to approve supplemental agreement. Brandt makes motion to approve JUB supplemental agreement Duman second. Motion carries with all in favor.

Discussion with Cook over letter to James Thompson on lease at airport. Brandt moves to approve Mike Cook to go forward Duman second. Motions carries with all those in favor.

Jerry Zumalt and Mike Cook- Discussion on making a dispatch center on county property that several agencies could use.

11:47 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) f for Legal.  Duman seconds.  District 1-yes; District 2-yes; District 3-yes
