The meeting opened with the Pledge of Allegiance.

Brandt moves to approve the hiring of Teresa Merrick in the Treasurer’s Office. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the Orders for Cancellation as per Abbie Hudson. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the contract with Colvico for the AWOS. Lindsley seconds. Motion carries with all in favor.

9:30 a.m. Brandt regarding bid opening for DIGB2 Fiber Project-two bids received-North Sky and Utility One. North Sky-$773,577.40; Utility One-$456,374.13. Bids will be reviewed by Jerry Zumalt and Dakota Wilson.
Zumalt updates on Cottonwood Creek project recent damage after significant rain this weekend.
Discussion regarding PILT resumes—Mike Cook regarding what would be needed to make repairs near the gas tanks at the Airport. Discussion regarding repaving/repairing pavement.
10:00 a.m. Brandt opens Public Hearing for Budget Reopening FY2026 Budget. Lindsley reads Idaho County Resolution 2026-11 into the record. Brandt moves to approve the resolution as presented. Higgins seconds. Motion carries with all in favor.
10:15 a.m. Matt Jessup and Mike Cook regarding the award of the PAPI project-continued pending further review and discussion with the bidder and JUB.
10:30 a.m. Sabrie Lika, Public Affairs Specialist, U.S. Small Business Administration’s Office of Disaster Recovery and Natalie Butz, Public Affairs Specialist, U.S. Small Business Administration’s Office of Disaster Recovery present information on services provided by the SBA.
10:50 a.m. Budget Presentations-
Cody Funke presents budget for Coroner-advises that he will be pivoting to Starlink as opposed to upgrading radios.
Nadine McDonald presents budget for Misdemeanor Probation-presents general update on caseload numbers-discussion. McDonald advises that there is currently discussion about implementing a Misdemeanor DUI Court. Juvenile Probation budget. Both probation budgets include a new line-item for Uniforms & Safety Gear. McDonald updates regarding anticipated revenue.
Jerry Zumalt presents budgets for Disaster Management, Emergency Communication and Broadband Infrastructure Fund.
Meranda Small presents U of I Extension and Idaho County Fair-increases are not significant, driven primarily due to rising costs of doing business. Small requests a 5% increase for Fair expenses and capital reserves.
Kim Nuxoll presents budget for Assessor’s Office and Appraisal.
11:30 a.m. Mike Cook joins via telephone-discussion regarding the PAPI bid award and extension to Monday at noon for the lowest bidder, Boundary Electric, to provide additional information.
