 8:30 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Brad Higgins and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Higgins offered an opening prayer.

Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) f for Legal.   Higgins seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

8:57 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) d for Records Exempt from Disclosure.   Higgins seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

8:58 a.m. End Executive Session

Brandt moves to release the lien and promissory note on case #5695 and #5696.  Higgins seconds.  Motion carries with all in favor.

9:00 a.m. Katey Hurd, Safety Coordinator, regarding building access and security alerts once dispatch moves-discussion regarding a badge system for entry. Commission asks Hurd to do some research on options and come back with pricing.

9:15 a.m.  Brandt moves to approve the minutes of June 16.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Orders for Cancellation as per Abbie Hudson. Higgins seconds.  Motion carries with all in favor.

Brandt moves to approve the letter to Latah County Commissioners regarding grant-match.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of Tara Engbaum in District Court.  Higgins seconds.  Motion carries with all in favor.

Brandt moves to approve the Alcoholic Beverage License for Hwy 13 Roadside Grill/Bar & C-Store.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the appointment of Sheila Bond to the Airport Advisory Board.  Higgins seconds.  Motion carries with all in favor.

Brandt moves to approve the agreement with Western States Cat.  Higgins seconds.  Motion carries with all in favor.

9:45 a.m. Scott Dunning, Noxious Weed Department, presents quote for repair of the 2002 Dodge pick-up-discussion regarding repair vs. replacement.  Brandt moves to approve the repair at Extreme for $2820.  Higgins seconds.  Motion carries with all in favor.  Commissioners advise Dunning to get pricing on a replacement vehicle.

10:00 a.m. Brandt opens Public Hearing on Application for Waiver filed by Joe Wright on behalf of Tim Miller.  Ackerman swears in Joe Wright and Carlon Sommers, brother-in-law to Tim Miller.  Wright reviews application and addresses easements, access, septic and water.

10:08 a.m. Brandt closes Public Hearing.

Brandt moves to approve the waiver.  Lindsley seconds. Motion carries with all in favor.

11:00 a.m. Mike Cook regarding airport leases and the provision that allows a CPI increase-discussion regarding letter amount of increase.  Brandt moves to approve a CPI increase of 4.2%.  Lindsley seconds.  Motion carries with all in favor.  Ackerman will prepare a letter for signatures next week.
