 8:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Kathy Ackerman, Clerk of the District Court, sworn in by R. Skipper Brandt.  Abbie Hudson, Treasurer; James Zehner, Assessor; Denis B. Duman, Commissioner; and R. Skipper Brandt, Commissioner sworn in by Kathy Ackerman.

8:45 a.m. Brandt regarding Commission Chair position-discussion.  Frei and Duman decline the position.  Duman moves to nominate Skip Brandt as Chairman. Frei seconds.  Motion carries with all in favor.

Discussion regarding Committee assignments-no changes at this time.

9:00 a.m. Robert Stinson, Quality Heating & Air, provides proposal for used oil burner/disposal unit for the Road Dept. shop-discussion.  Duman moves to accept the quote for $14,780.  Frei seconds. Motion carries with all in favor.

9:15 a.m. Syd regarding claims to be paid in order to avoid late fees due to the way that this month falls:

Road & Bridge            $2,726.14
Total Expenditures      $2,726.14

Frei moves to approve the claims.  Duman seconds.  Motion carries with all in favor.

9:45 a.m.  Brandt opens the public hearing on reopening the budget in the amount of $50,000 in Current Expense for scanning of microfilm and aperture cards that contain recorded documents and $17,000 in Airport Capital for the purchase of equipment.  Hunter Edwards advises he is in favor of the scanning.  No other comments presented.  Brandt moves to reopen the budget as presented.  Duman seconds.  Motion carries with all in favor.  Ackerman will prepare a resolution for next week.

10:00 a.m. Mark Frei regarding latest updates to the Subdivision Ordinance-Matt Jessup presents his review and comments.  Discussion regarding proposed changes. Jessup proposes work group to sort through some of details-continued to next week.

10:52 a.m. Commission conducts Jail Inspection

11:20 a.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

11:27 a.m. End Indigent

11:30 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)f for legal.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

12:15 p.m. End Executive Session

Brandt moves to approve the voiding of two checks.  Frei seconds. Motion carries with all in favor.

Brandt moves to approve the minutes of January 7.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve Alcoholic Beverage Licenses for The Reno Club, Doreen’s Southfork Saloon, Doreen’s Main Street Saloon, Gem Stop, Camas Lanes, Rodonna’s Country Haus, Riggins Whitewater Market, Kooskia Café, Keuterville Pub & Grub, Grangeville Golf Course, Salmons Rapids Lodge Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the catering permit for Doreen Ash for the Greencreek Crab Feed.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the change in employee status for Camden Schacher.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the transfer of Roberto Hernandez from patrol to jail. Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the wage increases for Alana Lyons and Melanie Hawkins for successful completion of probation.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the additional meeting request for Duman.  Frei seconds.  Motion carries with all in favor.
