JANUARY SESSION            January 12, 2010             SECOND TERM DAY

 

            The board met at 9:00 a.m. with all members present.  

            Mike Cook re: applications for Request for Qualifications – reviewed.  Skip made motion to direct Mike to work with ADA to move forward with negotiations with Stelling Engineers. Jim seconded.  Motion carried with all in favor.

            Title III Expenditures – draft of certification of Title III expenditures presented to commissioners by Mike.  Discussion followed.

 

            LeRoy Shaw re: solid waste fee – via phone – no answer from Shaw.  Commissioners continued to discuss fees.   Mobile homes and rentals come in full on January 1st of each year.  Half rate goes from January 1st to June 30th  and second half goes from July 1st to December 31st of each year.

            Two or more rentals – first home is full rate – second home is half rate – full rate of rentals.

                        Discussed Elk Meadow Bridge situation – commissioners directed Kirk MacGregor to work with property owners attorney – stating county will not be taking any action to repair bridge.

 

            Grangeville Area of Impact workshop – Kirk presented draft of ordinance – reviewed and discussed.

 

            11:40 a.m.        Skip made motion to enter into executive session for indigent claims I C 31-874.  Jim seconded.  Motion carried.  Roll call taken.

            Agreement between Idaho County and Mike Chlebowski a K-9 deputy with the Idaho County Sheriff’s Department – Mike is owner of dog named Gordo – dog is used for drug investigation.  Agreement signed.

 

            Skip signed request for funds for f/y2010 for the Idaho County Historic Preservation Commission.  Goal is to update and reprint the “Guide to Nat’l Registered Historic Sites in Idaho County brochure.  Federal share is $4,000 – In-Kind Share is $4,800.

 

            Sheriff’s Quarterly reports signed and approved.

            Jerry Zumalt re: courthouse remodel – micro/wave antenna on top of chimney of courthouse – removal of chimney discussed – discussions only.  Commissioners and Jerry view chimney site.

 

            Doug Giddings re: jail and dispatch contract between city of Grangeville and county discussed.  Offer to City of Grangeville a contract for police service discussed.

            Juvenile Justice Grant application – $7,500 for underage drinking.  Application signed.

 

            Gene Meinen re: road report – project cost summary sheet on Luke’s Gulch and Lamb Grade – 17.6 miles – Idaho County’s cost is $11,592.13 – Grangeville Highway District’s cost if $12,955.91 and Good Roads District’s cost is $43,640.96.

 

            Resolution #120 supporting the project identification submittal for Stites Road chip seal to the local highway technical assistance council (LHTAC).  Total project cost estimate is $929,000.00 which will require $68,189.00 of local matching funds available from Idaho County.  Signed.

            Gene also discussed the replacement of culverts on the Glenwood/Tommy Taha road.  Agreement signed.

 

            Idaho County Precincts:  Skip made motion to approve precincts and commissioners districts.  See following pages for list of precincts:

 

            Warrant #2010-01213 – $5.82 to Lois Geary for jury mileage returned – warrant cancelled.

 

            Skip made motion to accept findings and fact, conclusion of law for case #CW090882 and order denying benefits.  James seconded.  Motion carried with all in favor.
