 9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Denis Duman and Bette Polack, Deputy Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt regarding Fire Mitigation Bid Opening- 2 Bidders-Clearwater Excavating and Rad Mulching
Schultz/Calvin Project- $34,250.00 -13.7 acres -Rad Mulching
Keyser Project-$19,800.00-Rad Mulching
Robinson Project-7000.00- Clearwater Excavating; 6500.00- Rad Mulching
Hite Project-10,500.00 Rad Mulching

Brandt moves to award to Rad Mulching. Duman seconds. Motion carries with all in favor.

Discussion on the rules for bidding Fire Mitigation jobs. Commission wants to strengthen the language in the bid information concerning the resident address of the employees of the Companies bidding. Matt Jessup will review wording with further discussion at the December 13 meeting.

9:15 a.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

9:30 a.m.  Joe Slichter regarding a FEMA Project supply request. The product they are requesting is called Rodeo, it is the only one authorized by the Forest Service and Fisheries that they can use. For various reasons they are no longer producing this product. They did find a stockpiled but at a higher price, requesting approval to purchase it.

Brandt moves to approve purchase of Rodeo. Duman second. Motion carries with all in favor.

9:45 a.m. Nadine McDonald regarding Juvenile Justice Report that is due for the State-updates Commission on Juvenile and Misdemeanor Probation. Report for Juvenile, quiet year because of Covid, so funding wasn’t used. Will have a carry-over of State funding. Caseloads are half to a quarter what they usually are. This year seems to be increasing. Nadine will give Kathy signed copies from the state.

10:00 a.m.  David McKnight, Airbridge, regarding broadband project-nearing completion-system has to be operational by December 31, 2021.  He is working with Dodd Snodgrass to do site inspections.  Once everything is up and running, billing will be submitted to Commerce via Snodgrass and Kathy Ackerman. Dodd Snodgrass was not available this week but will be here next week with report.

10:30 a.m. Kirstin Jensen, U of I Extension Educator, provided update on the Employee Wellness Challenge.  She distributed flyers last week and is directing employees to sign up and pay their registration fee in her office by the end of the month. Had a good response from employees.  Discussion regarding prizes.

10:45 a.m. Matt Jessup reviews proposed ordinance that will repeal old, obsolete ordinances on the books-discussion.  Continued to next week for final review and adoption.

11:00 and 11:30 Agenda items were cancelled.

10:30 a.m. Brandt moves to approve the Orders of Cancellation as per Abbie Hudson.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the minutes of the November 30 meeting. Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of Cody Killmar in Dispatch.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of Matthew Parr in Dispatch.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of Hanna Hoodman in Dispatch.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve Clearwater Management Council Annual Dues of $1920.00. Duman second. Motion carries with all in favor.

Brandt moves to approve a donation of vacation time from Brian Hewson for Tamara Frost for sick leave. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the RAC Rock Crushing bid for Forest Service. Duman seconds. Motion carries with all in favor.

Brandt moves to approve extra meetings for Denis Duman with the RC&D and for Ted Lindsley with the Idaho Association of Taxpayers. Duman seconds. Motion carries with all in favor.
