DECEMBER SESSION December 31, 2013 FIFTH TERM DAY
10:45 a.m. The board convened with Commissioners James Rockwell, Jim Chmelik and Skip Brandt, and Kathy Ackerman, Clerk present.
The meeting opened with the Pledge of Allegiance.
James Zehner regarding property purchased by Sherrie Conner and her husband-previous owner had ag solid waste, it has been moved to full residential for 2013-requesting cancellation of half the fee since they were not the owners for the first six months-discussion. Brandt moves to cancel the late fees as requested. Rockwell seconds. Motion carries with all in favor. Full ag amount will be paid.
James Zehner regarding Richard Skyes who has a hanger at the airport in Kooskia-hanger was actually torn down in June-questions whether or not taxes should be cancelled for part of the year-discussion. Rockwell moves to retain taxes for year in question. Chmelik seconds. Motion carries with all in favor.
James Zehner regarding Theresa Lytle’s mothers home-mother is in the nursing home-she has provided a copy of the power bill-this was presented last year and Commission cancelled half. Brandt moves to cancel half of the solid waste fee. Rockwell seconds. Motion carries with all in favor. Brandt moves to adopt a policy regarding solid waste fees. Rockwell seconds. Motion rescinded-will be discussed as the next agenda item.
Rockwell moves to approve the minutes of December 24. Chmelik seconds. Motion carries with all in favor.
11:00 a.m. James Zehner regarding his proposed changes to solid waste ordinance-discussion. Rockwell questions MacGregor regarding his suggestion for changes-MacGregor questions current fee structure-discussion. Ackerman questions how fees will be collected if not paid-Zehner advises this could be attached to real property-discussion. Brandt moves to modify the wording in the ordinance to read, after the word residence… “or commercial property and any mobile trailer, storage shed/container sited for long term and/or occasional use on any State, Federal or privately owned property” within Idaho County, Idaho. Ackerman questions whether or not this requires publication and public hearing. MacGregor advises that he does not feel a public hearing or publication would be required-discussion-proposed changes and Notice of Public Hearing will be published for two weeks, public hearing will be set for January 21 at 11:15 a.m. Ackerman will take care of publication.
Brandt moves to adopt a policy that properties that are no longer inhabited, upon proof of power usage being provided to the Commission for review, half the solid waste fee will be cancelled. Chmelik seconds. Motion carries with all in favor.
Zehner regarding solid waste fees being attached to personal property taxes-as was discussed previously, these fees will be attached to the property owner.
Approval of salary increase for ICSO Deputy Tim Sokolowski to $32,052.12 annually for successful completion of POST.
Letter regarding Clearwater Lane to Grangeville Highway District regarding road improvements signed.
11:45 a.m. Rockwell moves to go into Indigent proceedings pursuant to IC 31-874. Chmelik seconds. Roll call-District 1- yes, District 2-yes, District 3-yes.

Rockwell moves to amend agenda to include discussion regarding MOU between Nez Perce County and Idaho County for Juvenile Detention. Brandt seconds. Roll call-District 1-yes, District 2-yes, District 3-yes.
Rockwell moves to approve the MOU as presented and reviewed by Kirk MacGregor. Brandt seconds. Motion carries with all in favor.
