DECEMBER SESSION                DECEMBER 3, 2019                 FIRST TERM DAY

 8:30 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Mark Frei and Bette Polack, Deputy Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

5-Denials; 2-Release of Lien

8:46 a.m. End Indigent

8:46 a.m. Kelly Bashaw regarding budget resolutions for FY2019-advises that two budgets required resolution-District Court and Waterways-discussion. Duman moves to approve Idaho County Resolution 2019-13 increasing the budget for District Court by $90,105.19 and Idaho County Resolution 2019-14, increasing the budget for Waterways by $309.30 Frei seconds. Motion carries with all in favor.

9:00 a.m. Frei moves to approve the minutes of November 26. Brandt seconds. Motion carries with all in favor.

Brandt moves to approve the Orders for Cancellation as per Abbie Hudson. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the surplus carpet proposal from Bettie’s with the understanding that they can store it. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Additional Meeting Requests for Brandt and Duman. Duman seconds. Motion carries with all in favor.

9:15 a.m. Brandt regarding letter to NFIP participants-draft letter reviewed-discussion. Duman moves to approve the letter. Brandt seconds. Motion carries with all in favor.

9:45 a.m. Executive Session scheduled for this time will be reset for open discussion next week at 11:30 a.m. in order for James Zehner and Barbara Grimm to attend and assist.

9:50 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) f for legal. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

10:50 a.m. End Executive Session

11:00 a.m. Mike Cook regarding Burlingame Airport Lease-this has been revised and reviewed by Kirk MacGregor- Cook is making attempt to talk with someone from Burlingame, but has gotten no response. Discussion.

Brandt moves to send a letter and sign the amended lease. Duman seconds. Motion carries with all in favor.
