DECEMBER SESSION      DECEMBER 29, 2020     FIFTH TERM DAY

 1:00 p.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Dominic Ponozzo updates Commission on the proposal for migrating our current email to a platform that is supported by Microsoft.  Ponozzo briefs Commission on the components of Microsoft 365 and pricing-discussion.  Brandt questions timeframe-Ponozzo advises this will be out about six weeks if approved today. Brandt requests a proposal for archiving-discussion.  Ackerman questions encryption feature-Ponozzo will follow up on this to make sure it’s available.  Ponozzo will get back to the Commission with archiving proposal.  Migration quote will be held pending an updated proposal to include archiving.

1:35 p.m.  Brandt moves to approve the minutes of December 22.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Order for Cancellation. Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the wage increase for Micah Olsen for successful completion of POST.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the alcoholic beverage licenses for the VFW Post 8311, The Depot, Grangeville Depot, and the Kooskia Café. Duman seconds.  Motion carries with all in favor.

1:40 p.m. Ackerman regarding Emergency FMLA-discussion regarding continuing this for employees after the new year.  Brandt moves to approve continuing Emergency FMLA for employees only for up to 10 days.  Duman seconds.  Motion carries with all in favor.  For clarification, employees taking leave for caring for a family member must use available accrued sick leave or vacation time.

1:45 p.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

1:53 p.m. End Indigent

1:55 p.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) b for Personnel.  Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes
