AUGUST SESSION                                           August 19, 2014                     THIRD TERM DAY

 

10:00 a.m. The board convened with Commissioners James Rockwell, Jim Chmelik and Skip Brandt, and Annie Bledsoe Deputy Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Nancy Walker regarding janitorial supplies and retaining wall. Nancy got several bids for replacement of the retaining wall in front of the court house. The wall is leaning towards the sidewalk and also has loose bricks-it is going to become a problem. Brandt suggests tabling the retaining wall until next week to see if it is possible to just eliminate the wall and slope the yard to the sidewalk. If that is not an option they would like Nancy confirm that Salmon Clearwater Landscaping’s quote of $2,483.75, includes the drain tile and rock that is included in the bid from Lindsey’s Green Acres.

 

Regarding janitorial supplies Nancy believes we could save money by not ordering sanitizing cleaning wipes anymore and also cutting back on Kleenex. Due to the fact most of the employees keep the wipes and Kleenex at their desks, it is costing too much-there is no need for the employees to have these items in our offices when there is a cleaning staff that comes in at night. She also mentioned that Blue Ribbon has no prices on their order book, so they just order blindly to the prices. We have to keep ordering soap and towels through blue ribbon because they are the only ones that will fit their dispensers, but if other things can be cut it would save the county money. It was decided that we are not going to cut out sanitizing wipes or Kleenex because sickness going through the courthouse will cost more in the long run.

 

10:20 a.m. Bruce Graham, Quality Heating, regarding replacement of air conditioning and heating units. Unit three which is the unit in the U of I office isn’t being used so that one is an optional fix at this point. The cost to fix the other three units was quoted at $10,073.00

 

Brandt moves to fix units one, two and four by Quality Heating. Rockwell seconds. Motion passes with all in favor.

 

10:25 a.m. Skip moves to approve Resolution No. 2014-03, Disaster Delcaration for Highrange Fire which was signed initially on August 6 by James Rockwell and then again on August 12 by Skip Brandt. Rockwell seconds.  Motion carries with all in favor.

 

Chmelik moves to approve minutes from August 12th as written. Rockwell seconds. Motion passes with all in favor.

 

10:45 a.m. Deanna Hall regarding destruction of records. Her office has been saving tags from paying on taxes but everyone else destroys them after 90 days. Everything is on the computer back to 1998 would like to destroy because they are just taking up space. Rockwell says to ask Kirk or Adam before doing anything and then come back and let the commissioners know what was decided.

 

11:00 a.m.  Tax Deed Hearings. The first property is that of Fred Stewart. Fred’s last known address was in Vancouver Canada-hasn’t paid for 2009 2010. A certified letter was mailed to him at the last known address and it was returned to us. Stewart has had no contact with Deana at all. She tried finding him on the internet and even contacted a neighbor to see if he has a current address for Stewart. It is was Fred’s responsibility to keep the county informed of current mailing address. The county has done what is required by law and a tax deed is appropriate according to Kirk.

 

Rockwell moves to take a tax deed on the Fred Stewart property. Chmelik seconds. Motion carries with all in favor.

 

The second property is that of Ronald and Linell Goldey, a 21 acre parcel on Mount Idaho-have not paid since 2010. Their current mailing address is in Ohio. Both Mr and Mrs. Goldey signed for their certified letters on 6/30/14. Certified letters were also sent to William and Rene Greenly because they also have interest in the property. The County has done what is required by law and got a return receipt for them receiving the letter and there has been no contact made by the owners.

 

Rockwell moves to take a tax deed on the Goldey property. Chmelik seconds. Motion carries with all in favor.

 

The third hearing is for Ray Hammel regarding Lots One and Two on Shaw subdivision and Rapid River Estates Lot twelve. Ray signed for his letters and his wife’s letters. Certified letter was also sent to Steven Marineau and was accepted by Adam Green’s office. Steven Marineau also has interest in the property. There has not been any communication from either party. The county has given him several extensions in the past, and he did cover those taxes. Kirk said we have taken all the necessary steps legally.

 

Rockwell moves to take a tax deed on the Shaw lots one and two and rapid river estates lot 12. Seconded by Chmelik. Motion passes with all in favor.

 

Rockwell moves to adjourn tax deed hearing. Chmelik seconds. Motion passes with all in favor.

 

11:30 a.m. Rockwell moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Chmelik seconds.  Roll call-District 1-yes, District 2-yes, District 3-yes.
