9:00 a.m. The board convened at Clearwater Valley High School with Commissioners Skip Brandt, Ted Lindsley and Brad Higgins and Kathy Ackerman, Clerk present.
The meeting opened with the Pledge of Allegiance.
Brandt moves to approve the minutes of the April 14 meeting. Higgins seconds. Motion carries with Brandt and Higgins in favor. Lindsley abstains.
Brandt moves to approve the Orders of Cancellation as per Abbie Hudson. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the wage increase for Dondi Kizer in the Assessor’s Office. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the letter to Walco. Lindsley seconds. Motion carries with all in favor.
Jessup updates Commission regarding invoice from Canyon County. Brandt moves to approve the payment of attorney fees for Canyon County for post-conviction relief for Mark Lankford. Higgins seconds. Motion carries with all in favor.
Jessup updates Commission on the amendment to the MOU with Idaho County Recycling. Brandt moves to approve the Amendment as presented. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the Joint Quarterly Report. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the Catering Permit for Rodney Quick for NRA. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the Alcoholic Beverage License for Buckskin Bill Museum. Lindsley seconds. Motion carries with all in favor.
Kathy Ackerman offers opening comments about County Government Month and America 250 in Idaho, introduces Commission, Matt Jessup and Teresa Merrick.
9:15 a.m. Teresa regarding claims—explains her role and responsibilities pertaining to preparing claims for payment:

9:30 a.m. Cliff Merchant, Kooskia Adventist Church, advises that they missed filing for an exemption last year-requests a full or partial refund. Brandt explains tax bill break-down to students-discussion. Brandt moves to deny the request. Higgins seconds. Motion carries with all in favor.
9:45 a.m. Jessup updates Commission regarding status of Elk City right-of-way vacation-reviews process for vacating roads/rights-of-way-discussion. Jessup proposes that the Commission maintain the current practice of requiring the petition to come from an adjacent property owner.
10:00 a.m. Ackerman updates students regarding the upcoming elections, Idaho County Precincts, poll worker training and general processes for conducting elections.
10:30 a.m. Guy VonBargen updates Commission on upcoming projects on the schedule for the coming year.
10:58 a.m. Sandi Paul, Fire Mitigation, regarding her job responsibilities. Discussion regarding removal of trees on an adjacent property going through the bid process. Continued to next week’s agenda.
11:30 a.m. Meeting recessed until 1 pm at the Kooskia Ranger Station.
1:00 p.m. Commission reconvenes at the Kooskia Ranger Station-Brandt updates Nez Perce-Clearwater National Forest Supervisor Jon Word, Deputy Heath Perrine and Quintin Smith regarding recent meeting with Michael Boren-discussion. Jon Word updates Commission on items they have been working on including timber sales that have been held up in litigation, land exchange in the Lochsa area and the US Capitol Christmas Tree that will be harvested from the Nez Perce-Clearwater NF and transported-discussion. Brandt questions how much funding is available in the Resource Advisory Committee-Word advises that the RAC is not currently active, will check on fund balance. Smith updates regarding using certain Federal funds for maintenance on Federal roads that the County has easements for-discussion. VonBargen regarding challenges of the Schedule A agreement with not being able to use Federal funds for rehabilitation after projects such as timber sales-discussion. Brandt questions the status of the gate list-no update on that. Brandt questions regarding the development of additional campsites on the Selway-discussion.
