APRIL SESSION                                   April 16, 2013                         THIRD TERM DAY

 

10:45 a.m. The board convened with Commissioners James Rockwell, Skip Brandt, and Jim Chmelik and Shanna Legg, Deputy Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Penny Keck and Mary Rogers regarding Lowell QRU request –EMS gave Lowell QRU an Idaho State grant in 2002 for an ambulance for first responders.  That ambulance is not big enough to put people in. Idaho County is the only one on title.  Recently, they purchased a bigger ambulance with their own funds.  They have only $1000 left in their funds and need to sell the old one to get more funding.  Keck asks if county would sign over title to Lowell QRU, so they can sell ambulance themselves.  Keck has talked to State of Idaho and they are willing to free any obligation from grant issued. Commission agrees to sign over title.

 

Rockwell moves to approve the minutes of the April 19 meeting.  Chmelik seconds.  Motion carries with all in favor.

 

11:00 a.m. Commission reviews Solid Waste Fund – James Zehner discusses history of solid waste fund. Discussion.  Zehner says funds have been on a growth period for a few years. Does not believe anything needs to be done.  Commission agrees to continue to monitor funds.

 

11:30 a.m. Gene Meinen regarding Buck Horn Bridge update-NEPA needs to be completed before project can start.  Forest Service does not have a fish biologist available for consultation of endangered species for at least 2 years. It would cost approximately $5000 to hire biologist.  Geo technical work from engineers also needs to be done prior to start of project. Costs about $10000 to hire engineer. Discussion.

Cabin owners are continuing to use bridge. Road is pretty rough beyond cabins.  Meinen suggests talking to Forest Service Supervisor about getting a biologist for consultation on endangered species sooner.  Chmelik will follow up on this.

 

Salmon River Road – Meinen discusses Carlson and irrigation line at certain point on Salmon River Road.  Commission does not object.
