REQUEST FOR QUALIFICATIONS
FOR ARCHITECTURAL SERVICES

Idaho County is seeking proposals from qualified individuals and/or firms for professional architectural design services regarding the construction of a new Jail/Sheriff’s Office Complex.

Idaho County will accept Statements of Qualifications from parties interested in providing the services until 4:00 p.m. May 27, 2022.  All Statements of Qualifications must be received by Idaho County at its physical location at 320 W. Main Street, Rm. 5 (Auditor/Recorders Office), Grangeville, ID 83530 on or before the deadline.  Submittals received after the deadline will not be considered.

Idaho County will negotiate a contract with the Respondent determined by Idaho County in its sole discretion to be best qualified to perform the services.  Prior to selection, Idaho County may request certain Respondents to make presentations or provide additional information to the Review Committee.   Idaho County reserves the right to reject any and all Statements of Qualifications for any reason at any time prior to execution of an agreement with the Respondent selected by Idaho County to perform the services; to waive any and all informalities in the process; and to extend the period of time for the acceptance of Statement of Qualifications in its sole discretion.

SCOPE OF SERVICES

Statements of Qualifications should take into consideration the specific scope of services as outlined below:

  • Work with Idaho County staff to evaluate and select the appropriate site for the new Jail/Sheriff’s Office Complex. (30-50 Bed Jail/Command Center/Possible Regional Dispatch Center/Sheriff’s Office Administration/Driver’s Licensing/Vehicle Licensing/Conference Rooms for Attorney-Client Meetings & Interviews)
  • Facilitate any needed public meetings to collect feedback and provide status updates as the facility is designed and constructed.
  • Complete final design plans, specifications, and cost estimates for a new Jail/Sheriff’s Office Complex that will adequately meet the needs of Idaho County.
  • Assist the County in (1) obtaining competitive bids for construction; (2) confirming responsiveness of bids; (3) determining the successful bidder, if any; and (4) awarding the contracts for construction
  • Assist the County in bidding the Project by 1) facilitating the reproduction of Bidding Documents for distribution to prospective bidders, 2) participating in a pre-bid conference for prospective bidders, and 3) preparing responses to questions from prospective bidders and providing clarifications and interpretations of the Bidding Documents in the form of addenda.
  • Provide construction oversight and inspection during the construction of the facility.
  • Prepare any necessary public outreach material such as flyers, drawings, schedules, estimates, presentation materials or models.
  • Prepare an analysis of potential cost savings in design, construction methods, and site selection to include conversion of existing buildings and new construction.

SELECTION CRITERIA

The selection process shall be in accordance with Idaho QBS requirements.

Idaho County will use a qualifications-based selection procedure for selection of the Architect.  Under no circumstances are Statements of Qualifications to include fee or cost estimates for any or all of the Services.  All Statements of Qualifications received before the deadline will be reviewed and evaluated by the Review Committee appointed by the Board of Idaho County Commissioners.

Respondents will be evaluated according to these criteria:

Capability to Perform Project (i.e., firm’s history, areas of expertise, address of office that will manage project, length of time in business, firm’s legal structure, firm’s commitment to provide necessary resources to perform and complete project).                                                      (10-25 pts.)

Relevant Project Experience (i.e., description of other projects executed by the firm that demonstrate relevant experience.  List public sector clients for whom you have performed similar work in the past five years, which may include name, address, and phone number of a person who can be contacted regarding the firm’s performance on the project).                                             (10-25 pts.)

Qualifications of Project Team (i.e., resumé for the key people who will be assigned to the projects including sub-consultants.  Key personnel roles and responsibilities on projects.  Identify project manager who will be responsible for the day-to-day management of project tasks and will be primary point of contact).                                                                                                (10-25 pts.)

Project Approach (i.e., how the firm proposes to work with the County on projects, execute the tasks, meet schedules or deadlines and complete projects without major cost escalations, overruns, or disputed claims.)                                                                                                 (10-25 pts.)

Total Written Proposal Points Possible = 100 pts.

PROPOSALS
Deadline: May 27, 2022 at 4 pm in the office of the Idaho County Auditor/Recorder, 320 W Main Street, Rm. 5, Grangeville, ID 83530.  Statements of Qualifications may be personally delivered, sent by mail or overnight courier service, or by other means selected by the Respondent.  Each Respondent bears al risk of ensuring that its Statement of Qualifications is actually received by Idaho County prior to the deadline.

Copies to Be Provided: Each Respondent must submit eight (8) paper copies of its Statement of Qualifications.  All eight (8) copies must be enclosed in a sealed envelope or package and marked with the wording: “Statement of Qualifications for Architectural Services.”  The outside of the envelope or package must also state the name of the Respondent.

Statement Must Be Signed: Each Respondent must sign at least one (1) original of its Statement of Qualifications, certifying the truth of the statements and representations made in the Statement of Qualifications.

Rejection of Statements of Qualifications: Idaho County reserves the right, in its sole discretion, to reject any and all Statements of Qualifications and to waive any technicality, informality or irregularity in any Statement of Qualifications received for any reason at any time prior to entering into a contract to perform the services.  Without limiting the foregoing, Idaho County specifically reserves the right to reject a Statement of Qualification if the Respondent fails to furnish the data requested or if the Statement of Qualifications is in any way incomplete or irregular.

Costs Incurred by Respondent Prior to Execution of an Agreement and Notice to Proceed: Idaho County shall not be liable for any costs incurred by any Respondent in preparation of its Statement of Qualifications.  Further, Idaho County shall not be liable for any costs incurred by the selected Respondent in the course of negotiation of the Agreement.

It is the policy of Idaho County to comply with all applicable portions of 49 CFR Part 21 (Title VI of the Civil Rights Act of 1964).  The Agreement will require that the Consultant and all subcontractors represent and warrant to Idaho County that it (and they) will also comply with these applicable provisions, as well as all other laws, rules and regulations prohibiting discrimination.

AWARD

The Review Committee will provide a detailed analysis of all submissions along with a recommendation for award to the Board of Idaho County Commissioners. Notification to all Respondents will be made as soon as possible.

This solicitation is being offered in accordance with the Idaho statutes governing procurement of professional services.  The Idaho County Commission reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
