9:00 a.m. The board convened with Commissioners Skip Brandt, Jim Chmelik and James Rockwell, and Kathy Ackerman Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Opening of Budget Hearing

 

Rockwell moves to approve minutes of August 30. Chmelik seconds. Motion carries.

 

Pay increase to $10.17 approved for District Court employee, Sherie Clark for expanded duties/cross-training.

 

9:30 a.m. Recess pending appearances for Budget Hearing.

 

12:00 p.m. Budget Hearing recessed. No attendees.

 

1:00 p.m. The Board reconvenes.

 

Hungry Ridge Fuel Reduction Bid Opening-5-Star Forestry-$29,375 25 acres @ $1175 per acre

1:15 p.m. Brandt moves to go into Executive Session pursuant to IC 31-874/Indigent. Rockwell seconds. Roll call-all in favor.

1:35 p.m. Jim White & Dave Cadwallader, Idaho Fish & Game, regarding solid waste fees that have been charged in the past-they don’t have access sites on the areas they are being charged for and they don’t own the property where they do have access-explains FILT payment that is based on property ownership in Idaho County. Brandt regarding previous agreements that set the foundation for this billing-discussion. Cadwallader advises that his concern is that he must pass these fees on-advises that he has reservations about setting a precedence in paying these fees for his counterparts throughout the State-feels that Idaho Code addresses this adequately and that he would have to consult with the Attorney General’s office as to how to proceed.   Cadwallader also provides information regarding the amount of revenue that fishing brings into the area-hunting statistics are also available if the Commission is interested. No resolution on the payment of the past dues charges-Brandt advises Cadwallader to give this some more thought.

 

2:05 p.m. Randy Doman regarding bids for Big Cedar-Native Lands West LLC is low bidder at $2600 per acre. Rockwell moves to award bid to Native Lands West. Chmelik seconds. Motion carries.

 

Levi Crow regarding injustice of bid award process-advises that jobs are not being completed as required and that other contractors are using foreign nationals. Brandt regarding background for developing these projects. Rockwell advises that the use of this money is putting Idaho County residents to work-discussion. Vinnie Martinez advises that jobs are not being completed as per the contract. Doman regarding completion of the various jobs-inspected by the State and Jim Davis-residents are satisfied. Clint Ross regarding the quality of work they perform-feels that quality is suffering in favor of awarding to the low bidder. Domingues regarding the high standards he requires-advises that he is the only contractor who has had 20 man crews on the ground-the loss of this award means that 20 people will now be unemployed-discussion regarding the inspection process. Doman will follow-up with contractors for details on workers and wages paid.

 

2:30 Robert Guy regarding splitting off a rental property of less than a half acre that has existing water and sewer. The original parcel is 5 acres. Guy supplies photos and maps for review. Guy will work with Carolyn Park on property search and Carolyn will advise.

 

2:45 p.m. Molly Terhaar regarding 2011 Disaster Sites-she has been getting calls from Bureau of Homeland Security wanting to know what projects we are planning and what the status is. Meinen regarding inspection of road projects by geo-technical engineer with FEMA that significantly decreases the amount of funding-to the point that the projects cannot be adequately completed-advises that the decision on Big Cedar is on appeal. Meinen regarding the way projects are completed-these projects are paid by reimbursement from FEMA. Zumalt regarding the way that projects are categorized-discussion. FEMA is not obligated on any of these projects-we are in a holding pattern. Meinen advises that some of these roads may not make it through another winter/spring. Zumalt advises that we could do a project worksheet to submit to BHS to show that we are not ignoring these projects-discussion. Brandt moves that we go ahead with projects on Big Cedar and Ridgewood 4 and file an appeal to further pursue FEMA funding for these projects. Chmelik seconds. Motion carries.
