The Board met at 9:00 a.m. with all members present.
Gene Meinen re: road report – road striping is completed – 56 miles. Radio system for road department discussed. Jerry Zumalt present. Cost and type of system discussed. Equipment proposal from Clark Communications is $38,418.00. Commissioners requested more information.

Regence Blue Shield Insurance signed by chairman, Randy Doman, for medical insurance for Idaho County employees for f/y2009.
Idaho County Fire Safe HFT Project MOU signed. MOU is between Idaho Department of Lands and Idaho County.
Larry Dasenbrock requesting computer parts for Spillman program – total cost – $4,436.50 – discussion followed regarding tape drive. Commissioners requested more information before they approve.
Jerry Zumalt re: 911 Budget Cost Authorization Letter signed – request for enhanced 911 budgetary quotes from Qwest, Frontier Communications, Midvale Telephone Exchange, Blackfoot Telecommunications Group.
Lyle Smith and Jerry Litchfield re: dumpster site in Clearwater area – cost analysis – dumpster fees – discussion followed.
Bailey and Company, CPA, contract signed. Out side auditors for county – fee will not exceed $16,300 – covers f/y2008.
11:40 a.m. Skip made motion to enter into executive session for indigent claims according to I C 31-874. Jim seconded. Motion carried. Roll call taken.

Two liens – Two N-1’s – One release of lien & N-1’s – Four approved – Two denied.
ATV & UTV rules and regulations discussed – letter sent to Idaho County Law Enforcement Agencies – Idaho County Sheriff – Idaho State Police and NezPerce National Forest concerning the current registration circumstances surrounding ATV’s and UTV’s used in Idaho County.
Whitney Sonnen, Ali Hoene, Dally Ratcliff, Prairie Middle School, and Mrs. Becky Higgins re: MOSS program – science trip to McCall – Mystery of the Ponderosa Pine by Dally – gave report. Ali & Whitney reported on Water, What A Mystery. Requesting money from Title III in the amount of $3,800 for next year. Jim made motion to accept $3,800 plus $200 for fuel. Randy seconded. Motion carried.
Jim made motion to pay $204.00 for fuel for this year for the MOSS program trip. Skip seconded. Motion carried.
Robert & Don Simmons requesting CPI-U increase to their base rate. Base Rate is $42,000 – Increase $1129.80 – New Base Rate is $43,129.80. Various dumpster sites discussed.
Idaho Capital Crimes Defense program – Jack Nelson, Latah County, nominee for at-large position for representative on Capital Crimes Defense Board was appointed by commissioners.
