SEPTEMBER SESSION                                    September 15, 2015              SECOND TERM DAY

 

1:00 p.m. The board convened with Commissioners Mark Frei and Skip Brandt, and Kathy Ackerman, Clerk present. Commissioner Jim Chmelik is absent.

 

The meeting opened with the Pledge of Allegiance.

 

James Zehner regarding laser printer replacement-received quotes last Spring for upgrading, but we have just received notice that Minidoka County has an old printer exactly like the one we are currently operating that they will give us if we can make arrangements to pick it up-discussion. Zehner advises that the laser printer will still need to be purchased, but it would be helpful to have a back-up printer-Abbie Hudson concurs. Commissioners have no objection to making arrangements to obtain the free printer from Minidoka County.

 

James Zehner and Kim Nuxoll regarding casualty losses from the fires-63 homes were lost, 215 outbuildings, a total of 118 parcels affected. Nuxoll presents a sheet outlining losses and detailing loss of tax revenues-discussion.

 

1:20 p.m. Frei moves to approve Idaho County Resolution 2015-06 adopting the FY16 Budget. Brandt seconds. Motion carries with Frei and Brandt in favor. Chmelik is absent.

 

Gene Meinen regarding permission to hire a temporary part-time employee-Commission has no objection.

 

Brandt moves to approve Certificate of Residency for Amber Martin, Order of Cancelation-Elk River Cable, Janet Hemminger & Michelle Coe, Alcoholic Beverage License Transfer for the Gem Stop, wage increase for ICSO employee Jasmine Torgerson to $12.73 per hour. Frei seconds. Motion carries with Frei and Brandt in favor. Chmelik is absent.

 

1:30 p.m. Joe Cladouhos regarding update on activities at Syringa Hospital & Clinics-presents financial report which reflects an increase in revenues. Clare Chapman regarding update on Idaho Community Development Block Grant application process-they have selected CEDA as the Grant Administrator and they are working with Kelly Dahlquist as the grant writer. Chapman advises that they are operating a shuttle from Riggins to Grangeville on a trial basis. Additionally, the Festival of Trees will be held December 5 at the Grangeville Senior Center, with an added activity for the Seniors on that Friday, “Lunch Among the Trees”.

 

Brandt moves to approve the minutes of the September 8 meeting as amended. Frei seconds. Motion carries with Frei and Brandt in favor. Chmelik is absent.

 

1:55 p.m. Brandt moves to go into Indigent proceedings pursuant to Idaho County 31-874. Frei seconds. Roll call-District 1-yes, District 2-yes, District 3-absent.
