 8:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)(f) for legal.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

9:01 a.m. Bid Opening Maxwell Lane: Allbright & Sons-Bid bond attached, $92,411; American Pioneer Excavators-Bid bond/check included, $94,858.50.  Bids will be reviewed by Gene Meinen and John Watson.  Award will be made later today.

9:15 a.m. Frei moves to approve the minutes of the September 19 meeting as amended.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the minutes of the September 29 meeting.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei abstains-he was absent.

9:25 a.m. Gene Meinen regarding review of bids for Maxwell Lane-recommends award to Albright & Sons.  Duman moves to approve bid award.  Brandt seconds.  Motion carries with all in favor.

9:30 a.m. Kathy Ackerman regarding designation of polling places for the November 7 election-no changes.  Brandt moves to approve designation as presented.  Duman seconds.  Motion carries with all in favor.

9:45 a.m. Abbie Hudson presents two alternative proposals from Mr. Bradbury regarding paying back taxes to avoid the property going to tax deed sale-discussion.  Duman moves to approve the proposal for repayment at $1500 per month due the 10th of each month with agreement termination in the event he misses a payment.  Frei seconds.  Motion carries with all in favor.

10:00 a.m. Brandt opens Tax Deed Sale-advises those present of the sale protocol

11:00 a.m. Brandt regarding Syringa Hospital Grant Request for Funds-documents reviewed.  Brandt moves to approve the grant request.  Duman seconds.  Motion carries with all in favor.

11:15 a.m. Matt Jessup regarding piece of property located in Mt. Idaho that was held under a lease to the County-lease was executed in 1941 for the purpose of putting in a reservoir to supply water to the Poor Farm-100 year lease.  Jessup requests that the County sign a release of the lease in order to unencumber the property-discussion. MacGregor advises that he has reviewed the proposed release and feels that this is an appropriate remedy.  Duman moves to approve the release.  Brandt seconds.  Motion carries with all in favor.  Release signed.

Brandt moves to approve the Catering Permit for Doreen Ash for Summit Academy Mystery Night.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of Kathleen Harding in the Treasurer’s Office.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the 2% wage increase for Prosecutor’s Office.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the 2% wage increase for Fire Mitigation, Doman & Davis.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the 2% wage increase for Jane Spencer.  Duman seconds.  Motion carries with all in favor.

1:00 p.m. Mike Cook updates on discussions held regarding the existing Subdivision Ordinance since the last work session on updating the Ordinance.  Daryl Mullinix advises that he believes that the purpose of a subdivision plat is to transfer title, not to address roads and utilities.  Discussion regarding engineering and survey reviews, roads and certification sign off.  This will be continued until a later time in order to allow another meeting between Cook, Mullinix and Commissioner Frei.
