 OCTOBER SESSION        OCTOBER 27, 2020           FOURTH TERM DAY

 9:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Monica Walker regarding TurnKey System for the Jail. This company would provide numerous services that are not currently offered, such as commissary, phone system, inmate email, medical billing, and video visitation.  Equipment and servicing is provided through TurnKey, but electrical, internet and some minor structural modification.  Contract must be entered into for four years-this allows them to recoup the costs of the equipment.  Brandt moves to approve the installation of the TurnKey System.  Duman seconds. Motion carries with all in favor.

9:45 a.m. Brandt regarding concerns about the Sheriff’s Office salary lines-discussion regarding wage increases and promotions.  Sheriff has no problem moving forward without further wage increases-overtime will depend on a number of things since they have had several people out for various reasons.

10:00 a.m. Gene Meinen regarding the purchase of air wrenches-discussion.  Brandt moves to approve the purchase.  Duman seconds. Motion carries with all in favor.  Meinen regarding a utility shed from Clearwater Barns for the property near the airport-insulated and wired-$4500 is the estimate.  This would be used for office space and for storing some materials during the winter-discussion. Duman moves to approve the purchase of the utility shed.  Brandt seconds.  Motion carries with all in favor.

Meinen updates regarding bridge reports-advises the bridge at Elk Lake will need to be looked at this year.

Meinen updates on Thorn Springs and Luke’s Gulch-both are moving along.

Meinen regarding maintenance agreement with the Grangeville Highway District for the Cove Road-they do not want to renew the agreement.  Meinen is working with Jessup on a proposal.

10:15 a.m. Brandt moves to approve the Order of Findings of Fact & Conclusions of Law granting the vacation of a portion of Main Street in Dixie Subdivision and the Quit Claim Deed.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei abstains-he was absent.

10:45 a.m. Brandt moves to approve the quote from CompuNet for Red Hat Renewal.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the SO Ammo purchase. Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the minutes of October 20.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve donation of vacation hours to Cody Killmar for sick leave. Duman seconds. Motion carries with all in favor.

Brandt moves to approve letter to the Idaho County Republican Central Committee regarding the vacancy with the retirement of Assessor James Zehner.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve claim on excess tax proceeds from the State of Idaho Child Support Division on Andrew Martin and Sean O’Reilly.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Orders for Cancelation as per Abbie Hudson.  Duman seconds. Motion carries with all in favor.

10:55 a.m. Brandt regarding COVID Protocol for the Courthouse-Ackerman presents a draft protocol to begin discussion based on protocols that other counties are using.   Brandt moves to approve the COVID-19 Protocol as discussed.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei opposes.  Ackerman will update the draft and distribute.

11:35 Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes
