9:00 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.
The meeting opened with the Pledge of Allegiance.
Commissioner Duman offered an opening prayer.
Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

9:15 a.m. Jerry Zumalt regarding repair to culvert on the big Salmon River Road-has funding available, but having trouble finding a contractor-discussion regarding soliciting for bids. Brandt moves to authorize Gene Meinen to award the bid in order to expedite. Frei seconds. Motion carries with all in favor.
9:30 a.m. Leigh Davis, Idaho County Fair Board, provides update on restroom project-provides a Certificate of Substantial Completion and requests signature. Davis questions the ability to draw from the $10,000 left from the PILT distribution-Ackerman advises that the additional amount was not carried forward on the FY21 budget. Davis reviews items that have been purchased, as well as projects that need to be completed-discussion. Duman moves to approve the distribution of the remaining $10,000 to the Fair Board. Brandt seconds. Motion carries with all in favor.
9:45 a.m. Abbie Hudson requests a tax payment drop box to alleviate some of the foot traffic into the building-$1633 for the post and box, plus additional for installation-discussion. Brandt moves to approve the purchase. Duman seconds. Motion carries with all in favor.
9:53 a.m. Abbie Hudson regarding claims received on excess funds from Tax Deed Sale-Claim on sale of property belonging to John McHone from the City of Stites in the amount of $2139.08. Claim on sale of property belonging to Anita Johnson from the lienholder, Evergreen Note Servicing, in the amount of $78,379.71. Brandt moves to approve the claims. Duman seconds. Motion carries with all in favor.
10:02 a.m. Brandt opens public hearing for a fee increase for the Assessor’s Office DMV administrative fees from $3.20 to $4.50. No members of the public are present. Duman moves to approve the fee increase. Frei seconds. Motion carries with all in favor. Brandt closes public hearing.
10:15 a.m. Brandt regarding gravel bid awards. Duman moves to award both bids to Camas Gravel after review and recommendation by Road Supervisor Gene Meinen. Frei seconds. Motion carries with all in favor.

10:45 a.m. Brandt moves to approve the minutes of October 6 as amended. Frei seconds. Motion carries with Duman and Frei in favor. Brandt abstains-he was absent.
Brandt moves to approve the Additional Services Agreement with JUB for Big Cedar 2. Frei seconds. Motion carries with all in favor.
Brandt moves to approve the Quitclaim Deed pertaining to Buchanan Street in Mt. Idaho. Frei seconds. Motion carries with all in favor.
Brandt moves to approve the Certificate of Residency for Cheryl Gehring. Duman seconds. Motion carries with all in favor.
11:30 a.m. Kirk MacGregor regarding the assignment of Burlingame Hangar Lease to Mike Hauger-discussion regarding the provision in the lease that pertains to the pilot’s lounge and maintaining a clean and orderly space. Cook offers to sit down with Hauger to try to come up with some plans for the pilot’s lounge moving forward. Continued to next week.
