OCTOBER SESSION October 13, 2009 THIRD TERM DAY

The Board met at 9:00 a.m. with Skip Brandt and Jim Rehder, Commissioners, and Bette O’Brien, deputy clerk, present. James Rockwell will arrive later.

Gene Meinen re: road report. Road sign management plan signed.

Kirk Huston, State, regarding Blewett Road – state position is that the portion that is state land – the county has no authority to grant an easement. An easement is granted for recreation use, but not for a 61 lot subdivision. The state will enter in to an agreement with Blewett, requesting 1% of the sale price – a one time fee.

Gene stated he found other easements that make it a private road in section 15 – there is also a public county road that goes through the middle of the subdivision that is not used, but has never been abandoned.

Gene reported on road problem regarding Huntley and Spoon – Huntley is locking the gate to an old wagon road. Spoon wants to gate it. Kirk stated they can gate it, but they cannot lock it because it is a public road according to county records. A letter will be drafted and sent by Kirk to individuals involved.

Ken MacKinnon, FLURO, regarding moving specialized modules from Lewiston to Albert Canada over Highway 12 in Idaho County. Modules will be 24’ high and 24’ wide and 120’ long. Group is making sure all routes are able to take a load this large – State police are involved and county will be notified one month before moving begins. Over 200 modules will be moved. They will be moving two modules per day and will make a test run next Spring. Possibility of moving at night, so there will be less traffic. Commissioners suggested letting local papers know the schedule.

James Rockwell – airport report – things that need to be addressed – he is suggesting an Airport Development Authority – 3 people from the private sector. Discussion followed.

Huntleys are having issues with neighbors animals roaming and destroying property – they would like to create a herd district for that area. Discussion followed. Kirk will get information.

October 6, 2009 minutes. Jim made motion to approve minutes. James seconded. Motion carried with all in favor.

Commissioners’ reports:

James – recycling starts October 31, 2009 – web site set up. Airport report regarding Anderson Aeromotive – Gun show in Vegas – James has three rooms for three nights – this is to encourage bringing business to town.

Jim – public lands meeting – capital crimes funding – pilt committee – forest travel plan – county web site – building committee started – another office is needed for elections – house renovation – Skip suggested elected officials should be the committee. Waterways committee meeting – Pat Webb talked with Jim regarding his bees – stated the county sprayed his bees and killed them – fuel surcharge letter.

Skip – solid waste advisory board to meet with Walco to get the dumpster issue in Walco land started. Open meeting law discussed.

Kirk – reported on case status of Stutes vs Doman – Stutes wants to dismiss the law suit – all attorneys agree that everyone will pay their own attorney fees. Law suit has been dismissed.
