            The Board met at 9:00 a.m. with all members present.

 

            Gene Meinen re: road report.   Asphalt management program – discussion followed.  Various road addressed.

           

            Airport – individual interested in the possible purchase of the Showalter hanger – lease will end in March 2011 – requesting a longer term of lease and leave the price at $.07/ft – $1771 is annual fee.  Commissioners willing to lease the hanger at $.07/ft for five years – then renegotiate.

 

            Jerry Zumalt and Gene re: radio system.  Question on price difference between the two quotes is a concern – discussion followed – more information required.

 

            Jennifer Randal re: claims.

            Vickie Malone, Health & Welfare, reported senior designated examinations – state is unable to pay for the examinations – $1,177 was the cost last year for Idaho County.  Discussion followed.  Bills will now be sent to Idaho County and taken from the prosecuting attorney’s budget.

 

            Deanna Hall and Ron Funke re: solid waste fees.

                        Jay Howe – solid waste ag fee – Jim made motion to cancel fee.  Skip seconded.  Motion carried.

                        Leona Wassmuth – solid waste fee – Jim made motion to cancel fee. Skip second.  Motion carried.

                        Pat Johnson – solid waste fee – Skip made motion to cancel fee.  Jim seconded.  Motion carried.

                        Randy Smith – solid waste fee commercial – Randy made motion to reduce to city rate.  Skip seconded.  Motion carried.

                        Cougar Canyon Station – solid waste fee commercial – half rate – requesting to cancel – denied.

                        Billy Tinney – solid waste fee – house vacant – Skip made motion to cancel fee permanently.  Jim seconded.  Motion carried.

                        Jay Thurmond – denied

                        Floating Feather Ent. – solid waste fee – Skip made motion to cancel fee. Jim seconded.  Motion carried.

                        Stephanie Nelson – solid waste fee – denied until recommendation comes from appraiser’s office.

            Waterways Committee report by Jim on various projects.

 

            County Vessel Fund Reporting & Remittance Form sent to Idaho Dept. of Parks & Recreation signed for waterways.

 

            Mike Ayers re: solid waste fees – requesting exemption – Skip made motion to cancel ½ commercial fee for solid waste.  Jim seconded.  Motion carried.

 

            Sheila Key re; GIS – request for gaming program – discussion followed – GIS information will not be sent.

 

            November 17, 2008 minutes.  Skip made motion to approve minutes as amended.  Jim seconded.  Motion carried.

 

            Commissioners reports:

                        Jim – RAC members discussed – meeting in Elk City Wednesday night re: Lochsa Land Exchange – roads are a concern – land value.  Reported on LEPC meeting – E911 meeting – District II meeting.

                        Skip – solid waste fees from other counties

                        Randy – Tech meeting should start up again – wants a review – discussion followed.  Also reported on BLM – RAC.

 

            Deanna & Ron re: solid waste fees:

                        Dave Remacle – solid waste ag exemption – denied unless further information is received.

                        Mount Idaho Auto Body – solid waste fee commercial – Skip made motion to exempt fee.  Jim seconded.  Motion carried.
