 9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Ed Humphreys, candidate for Governor of Idaho, introduces himself and provides update on his vision for the future of Idaho.  Humphreys takes questions from the Commission regarding unfunded mandates, state income tax and relationships with state agencies.

9:23 a.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

Ackerman updates regarding status of the Gold Point Mill grant funding available through the State Historic Preservation Office-advises that the State has advised they have all the required components, except the signed agreement with Keltic, the grant agreement and an invoice from Keltic. Duman moves to approve the grant agreement with SHPO.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the minutes of the November 23 meeting.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Orders for Cancellation as per Abbie Hudson.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Western Federal Lands Agreement.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the quote from Jensen Window Washing. Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the bill for power washing the Courthouse with the inclusion of the additional cost for a hoist.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the bill from Blackmer Funeral Home for burial of the unidentified person pending DNA identity confirmation.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Order Granting Variance for River Rock Properties/Jerry Cloninger.  Lindsley seconds.  Motion carries with all in favor.

9:45 a.m. Ordinance Review-Jessup provides updated spreadsheet with recommendations.  Ackerman will work on an updated proposed ordinance for review next week.
