 8:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Kirk MacGregor regarding meeting with Mike Cook with regards to the USFS Windy Shingle Project-advises the Commission that there as been a filing for a temporary injunction to stop the project from moving forward-discussion regarding how the County can lend support and the possibility of filing a declaration opposing the temporary injunction.

MacGregor updates Commission regarding our Blue Cross policy and the intent of the coverage to be extended to those employees working an average of 30 hours per week as is stated in the Affordable Care Act, rather than 30 hours per week as the Blue Cross policy indicates-this is being reviewed by Blue Cross.

8:45 a.m. Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

9:15 a.m. Brandt moves to approve the minutes of the November 13 meeting.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of JUB Engineering for survey at the Airport at Mike Cook’s request.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Airport lease for Showalter.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Airport lease for Jem Machine.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the Amended lease with Zechmann.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Additional Meeting Requests for Brandt and Duman.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Order of Cancellation as per Abbie Hudson.  Duman seconds.  Motion carries with all in favor.

9:30 a.m.  James Zehner provides history of GIS in Idaho County that highlights how our shape files were developed and are consequently off on many parcel lines.  Discussion regarding costs of correcting the errors, as well as whether or not changing software formats would be beneficial to all County offices that utilize GIS.  Commission has no objection to Zehner following up with a baseline quote for updating.

10:00 a.m. Brandt regarding Public Hearing pertaining to the Community Agreement proposed by Midas Gold.  No members of the public are present.  Belinda Provancher from Midas Gold is present.  Provancher provides update on other communities that have signed the agreement-advises that Idaho Rivers United members are the only ones expressing opposition.  Duman moves to sign the Community Agreement with Midas Gold.  Frei seconds.  Motion carries with all in favor.  Duman moves that he be the County designee.  Frei seconds.  Motion carries with all in favor.

10:10 a.m. End Public Hearing

Brandt updates Commission regarding the training provided by the State Historic Preservation Office to the new members of the Idaho County Historic Preservation Commission.
