 9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent Proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

9:05 a.m. End Indigent

9:15 a.m. Mike Cook regarding request from USFS for an amendment to our airport leases regarding COVID-this has been reviewed by Matt Jessup-recommendation is to sign-discussion.  Duman moves to approve the USFS amendments.  Lindsley seconds.  Motion carries with all in favor.

9:30 a.m. Jerry Zumalt regarding agreement with Access Consulting-discussion regarding revisions-an updated proposed agreement was expected yesterday-discussion.  Ackerman will reach out to see if they are ready to move forward with the agreement.

9:45 a.m. Brandt moves to approve the Orders of Cancellation as per Treasurer Abbie Hudson.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the appointment of Matt Beckman to the Idaho County Fair Board.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the appointment of Andy Schumacher Sr. to the Idaho County Fair Board.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the minutes of October 26.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Certificate of Residency for Tatyana Owen.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the hiring of John Kummet for the Road Department.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Order Granting Variance for Lowe.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Order Granting Variance for Troyer.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Additional Meetings for Brandt and Lindsley.  Duman seconds.  Motion carries with all in favor.

Kim Nuxoll updates Commission on occupancy-73 new homes. This is down slightly from last year-several more homes are under construction-builders may be waiting for materials and pricing to return to normal-discussion.

Brandt moves to approve the agreement with Access Consulting.  Lindsley seconds.  Motion carries with all in favor.

9:56 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) b for Personnel.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

10:10 a.m. End Executive Session

Brandt moves to approve the pay increases for mapping staff.  Lindsley seconds.  Motion carries with all in favor.
