NOVEMBER SESSION November 17, 2009 THIRD TERM DAY
The Board met at 9:00 a.m. with all members present.
Tiffany Hoiland re: Dewey Mine Road located next to Walco Transfer Station – claims road has been gated and unable to get to their property. Gene Meinen could not find a public easement – Marietta Holman gave history of road – this is the main access to their property – survey has been done – discussion followed on condition of road. Gene will do further research on road.
Gene Meinen and Mike Cook re: Upper Salmon River proposal for the North Central Idaho RAC – preliminary project proposal – due November 2, 2009 – discussion followed – Project name is Upper Salmon River Road Crushing and Placement – contacting of other individuals in this area for support was discussed – estimated cost of project – $180,000. Gene & Mike will submit project.
Grangeville Salmon Road project – repair pot holes and cracks – chip seal – multi jurisdictional between Grangeville Highway District, County and NezPerce Forest – Gene will reword this project application and present a two phase project if necessary.
Cow Creek Bridge repair discussed – running planks need to be replaced – west side of approach is not good – cost $120 – $130,000 – no grant money is available for repair – only replacement of bridge – discussion followed on how to repair bridge – Gene will come up with cost figures for next meeting.
Gene – discussed the use of old forest service building for county purposes – stated the commissioners should review building.
Conference in Boise – Governors’ Transportation Task Force – consolidation of highway districts were discussed – Gene suggested getting highway districts to meet with county commissioners regarding audit report to state.
Kevin, Forsgren, re: stimulus project – Tomy Taha road – contract is not ready – waiting for LHTAC to review – four months from signing of contract – still time.
Stites Road project – still in the works – application due mid January.
Energy Grant – due December 18, 2009 – Kevin will work with Vern Meyer on the courthouse project and with Gene on the Kooskia Shop – energy efficiency amount is $100,000 – application has to be put together.
Salmon River Road maintenance bid opening for road from French Creek to Vinegar Creek Boat Ramp – four bids submitted:
Shorts Creek, Inc GMC Logging, Inc
Kern Construction SRS Construction
Gene will review bids.
James Gorges, Sheriff Dept re: hiring a special traffic enforcement position on a grant – lives in Winchester – requesting time frame on when deputy should move to Idaho County – Skip stated it is up to sheriff’s department – pay is open – $8,228.00 paid by county which is 25% of wages – 75% paid by grant.
Gill Bates and Rodney Krogh re: industrial revenue bonds – bank still has contract – discussion followed – working on business plan – will be completed by January 1, 2010 – new board has to be formed. Tabled until a later date.
November 10, 2009 minutes. Skip made motion to approve minutes as amended. Jim seconded. Motion carried with all in favor.
Debbie Evans and Don Gillins re Glenwood-Caribel Volunteer Fire Protection grant – application signed.
11:33 a.m. Skip made motion to enter into executive session for indigent claims according to I C 31-874. Jim seconded. Motion carried with all in favor. Roll call taken.
