NOVEMBER SESSION November 10, 2009 SECOND TERM DAY
The Board met at 9:00 a.m. with all members present.
Doug Giddings and James Gorges, Sheriff Dept, re: DEA Funding – received $5,045.00 for overtime salaries for deputies – two drug busts – 16 deputies involved over a two week period – discussion followed. Commissioners approved paying the money to the deputies via claims. Jim made motion to deposit money to drug fund and pay deputies out of same fund. Skip seconded. Motion carried with all in favor.
Doug & James also discussed overtime policy for sheriff’s deputies. James will work up a new policy and present to commissioners.
Rose left to go home due to illness.
Area of Impact ordinance – Kirk went over draft ordinance with commissioners – correcting and making changes. Kirk will make changes as suggested by commissioners.

Jim made motion to approve claims. Skip seconded. Motion carried with all in favor. Total Claims $310,123.60
RS2477 – Margaret McVickers – presented map to commissioners – gave update on RS2477 – Franklin Road established in 1910. Margaret is concerned about the closure of some of the roads
Ralph Rau from the forest service presented map showing what has been done in this area – road was changed due to some NRA studies.
Skip stated he doesn’t think the forest service can change the route of the road since it is an RS2477. The commission also was concerned about what future work was planned.
Vickers stated the road was passable before the forest service logged in this area.
Ralph stated the forest service will review the whole issue and will report back
11:30 a.m. Skip made motion to enter into executive session under I C 31-874 for indigent claims. Jim seconded. Motion carried with all in favor. Roll call taken.
11:58 a.m. Executive session ended. Regular session resumed.
Pathology Service agreement signed between Idaho County and Ada County. Kirk reviewed agreement. Agreement is for looking into reason for death in murder cases.
Public Health – Paul Gunter and Mike Keeley introduced Mike to the commissioners. Mike will be working from our Grangeville Office. Paul also explained the services they provide.
Subdivision Task Force met to discuss the ordinance. Another meeting will be scheduled for November 24, 2009 at 2:00 p.m.
Herd District – Brandon and Melissa Degroot – requesting information on forming a herd district in Idaho County. Skip will do further research. Suggested forming a panel.
November 3, 2009 minutes. Jim made motion to approve minutes as amended. James seconded. Motion carried.
Walco/Simmons fuel surcharge – reviewed handouts and contracts. Garbage sites also discussed. Walco reimbursed the county for the difference.
Grangeville Elementary School – sixth graders – reported on their trip to the MOSS program. Students present: Ben Lothspeich – Lilly Willig – Darby Finnigan – Sandra Madden.
Grangeville Elementary School – fifth graders – reported on their trip to the MOSS program in McCall, Idaho. Students present: Paige Cook – Rachel Kelly – Sara Fisher – Noah Vandouelen – Triston Roberts.
Idaho County Resolution No. 118 regarding the Idaho County Board of Commissioners desire to create an Airport Development Authority. Skip made motion to approve the resolution. James seconded. Motion carried with all in favor. Resolution signed.
