1:30 p.m. The board convened with Commissioners Skip Brandt, James Rockwell and Jim Chmelik and Kathy Ackerman, Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

1:30 p.m. Gene Meinen regarding oil bids-advises that Western States was the low bidder on HFE300/cold mix and Idaho Asphalt was the low bidder on CRS2P/chip sealing material-recommends that we accept these bids. Brandt so moves. Rockwell seconds. Motion carries with all in favor.

 

Meinen regarding lease with BLM for building in Elk City-discussion. Skip moves to approve the lease with BLM for the Elk City property. Chmelik seconds. Motion carries with all in favor.

 

1:43 p.m. Brandt moves to go into Indigent proceedings pursuant to IC 31-874. Chmelik seconds. Roll call-all in favor.

2:15 p.m. James Zehner regarding Riggins IOOF building-this was recently acquired by the City of Riggins. The building had been exempt except for solid waste previously. The City of Riggins is requesting an exemption from solid waste on this building. Rockwell moves to cancel last year’s solid waste and exempt this year. Chmelik seconds. Motion carries with all in favor.

 

Zehner regarding Board of Equalization dates-discussion.

 

2:30 p.m. MacGregor and Ackerman regarding property in Pollock that was taken on tax deed several years ago. After some research, it appears that this property must be offered at a public auction before it can be sold. Brandt moves to set it for auction. Rockwell seconds. Motion carries with all in favor.

 

Commissioner discussion regarding Lochsa Land Exchange.

 

Order for Cancellation signed-$13.94

 

3:00 p.m. Rockwell regarding lease with Anderson Aeromotive and the need to move items in posse building, as well as weed department from the area that has been leased to Anderson. Carl Crabtree regarding needs for weed department-discussion. Gorges regarding concerns with using the Search & Rescue building-since the alternate bid was taken, the building is not finished to the extent that would be required for use by the weed department and/or other county entities. Cook advises that having the area cleaned up by July 14 is not a possibility-suggests a general clean-up of the area-two of the blue buildings have been moved. In the future, the site could be scraped once it is determined for sure what area the lease will cover. Discussion. Commission will inspect the area after the last agenda item.

 

3:30 p.m. Judge Griffin regarding request for law clerk. This position has been budgeted and not filled for the past year. In the past, this position has been a starting point for new lawyers as a temporary position. Griffin is requesting to hire Jane Spencer as a permanent law clerk-she would be utilized by both himself and the other Magistrates in our region. The salary has been split between Idaho, Lewis and Clearwater counties-this would continue. Griffin is proposing hiring her at $41,785, plus benefits, as an at-will employee. Brandt moves to approve the hiring of Ms. Spencer. Rockwell seconds. Motion carries with all in favor.

 

3:38 Chmelik moved to approve the minutes of the May 22 meeting. Rockwell seconds. Motion carries with all in favor.
