 9:15 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to go into Indigent Proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

9:20 a.m. End Indigent

Brandt moves to approve the Orders for Cancellation as per Abbie Hudson.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve the Certificates of Residency for Reed Uptmor and  Manly.  Duman seconds.  Motion carries with all in favor

Brandt moves to approve the minutes of the May 12 meeting.  Duman seconds.  Motion carries with all in favor.

9:30 a.m. Brandt regarding Luke’s Gulch Slide Repair bid opening-five bids received.   American Pioneering-$1,249,610; Deatley-$1,665,668.25; Allbright and Sons-$1,349,737.25; Knife River-$865,359; Debco-$1,064,315.75.  Bids will be reviewed by JUB and award made next week at 9:30.

9:45 a.m. Mike Cook regarding the fuel flowage permit with the USFS-reviews proposed letter and updated permit.  Brandt moves to approve the letter and permit.  Duman seconds.  Motion carries with all in favor

Cook regarding proposed construction timeline for the pavement rehab project at the airport-updates regarding the CARES Act funding.

Cook regarding temporary office trailers that the USFS will be using for storage to address equipment inspection for COVID 19-he is checking on possible reimbursement from the USFS.

Cook regarding Valley Air activities-currently leasing from Dandliker-they are paying fuel flowage fees.

10:00 a.m. Brandt opens Public Hearing on the Request for Variance by Carl Hunsucker-introduces all parties.  Carl Hunsucker is sworn and testifies.  Hunsucker reviews maps and proposed property split.

Jessup questions Hunsucker regarding aspects of complying with the current subdivision ordinance-Hunsucker advises that provisions of the ordinance would be burdensome.

Jessup questions Commission regarding provisions of the ordinance.

Brandt moves to approve the variance.  Duman seconds.  Motion carries with all in favor.

10:15 a.m. End Public Hearing

10:30 a.m. Matt Jessup regarding proposal from American Legal for ordinance codifying services-the proposed initial cost is $6595 broken into two years-after the initial investment, the annual fee is $495, plus additional costs for specific updates-discussion.  Duman regarding his experience with codifying and the City of Cottonwood-discussion.  Commission will revisit this again in June.

10:47 a.m. Matt Jessup regarding final revision on Subdivision Ordinance-advises this process has taken two years and includes numerous updates.  Commission feels that their previous reviews have included members of the public and surveyors and were comprehensive-no further review will be conducted. Brandt moves to adopt Idaho County Ordinance No. 70 which replaces Ordinance No. 59.  Duman seconds. Zehner questions when the ordinance will go into effect-Jessup advises upon publication of adoption-Wednesday, May 27. Motion carries with all in favor.

11:00 a.m. Robert Simmons updates Commission on Solid Waste-advises that the stay-at-home order significantly increased tonnage, as folks spent time cleaning up property-324 ton increase means that they have increased their frequency of pick-up.  Simmons advises that they are working on the Kooskia drop-off site-the lease took longer than expected, but the design won’t take significant work to put together, so he hopes to open within a couple of months.  Simmons advises of the proactive steps they took to address COVID 19 concerns. Duman questions how the transport to Missoula is working-Simmons advises that their hauler has done a great job of keeping up.  Simmons advises that drop off sites are not permitted, however, there have been problems with finding locations that do not require significant road upgrades.  Don DeHaas questions the viability of having a temporary roll-off available once per month-discussion. DeHaas advises of a couple of locations that might be possible-discussion.  Shelly Dumas questions plans to incorporate recycling-reviews the work the recycling group have done in trying to locate property-requests that Simmons follow up again with IFG and Grangeville Highway District-discussion.  Myrna DeHaas questions the status of signage-Simmons advises that he can try some signs and has also discussed a mailer-discussion regarding education.

11:52 Brandt moves to amend the agenda to include an Emergency Disaster Declaration.  Duman seconds.  Motion carries with all in favor.

Jerry Zumalt advises that Kidder Harris Highway District has a slide on the Selway River Road-requests disaster declaration to allow for the possibility of cost reimbursement.  Brandt moves to approve Idaho County Resolution 2020-08 declaring a disaster for flooding.  Duman seconds.  Motion carries with all in favor.

11:56 a.m.  Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)d Records Exempt from Disclosure.  Roll call-District 1-yes; District 2-yes; District 3-yes

12:20 p.m. End Executive Session

1:00 p.m. Commissioners review budget sheets-discussion regarding various funds under their supervision.

1:30 p.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) f for legal.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes.

2:00 p.m. Indigent Hearing-Applicant has not made contact.
