 8:45 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Ted Lindsley and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Duman moves to pay the claims.  Brandt seconds.  Motion carries with all in favor.

9:00 a.m. Connie Jensen-Blyth regarding chemical bid-sent to three companies-presents spreadsheet reflecting chemicals used and pricing-discussion.   Bid solicitations for Salmon River and Joseph Plains were available on the website-will be sent directly to vendors today-discussion.  Brandt moves to award the chemical bids as per the spreadsheet.  Duman seconds.  Motion carries with all in favor.

9:30 a.m.  Brandt regarding Resolution 2021-05 Pertaining to Idaho County Rural Addressing and Map Production Fees-Jessup questions whether or not the proposed fees reflect actual costs-Ackerman advises they do.  Brandt moves to approve Resolution 2021-05.  Duman seconds.  Motion carries with all in favor.  Discussion regarding protocol for collecting fees.  Ackerman will work with Barb Grimm to iron out the details.

10:00 a.m. Carol Moehrle, via Zoom, presents FY2022 Budget Proposal. Brandt questions funding from Indigent, as well as Federal Funding for COVID-discussion.

10:35 a.m. Kim Nuxoll regarding Tribal Exemption request-approximately $131 in taxes each year-discussion regarding whether or not the property is fee simple and whether or not this person actually qualifies since they are not a Nez Perce Tribal member.  Brandt moves to deny the request.  Duman seconds.  Motion carries with all in favor.

10:45 a.m. Brandt regarding 63-602NN Exemption for Housing-we have received copies of resolutions from Valley County and Blaine County for review-discussion regarding moving forward.  Ackerman will work with Jessup on draft documents for review and discussion next week.

11:30 a.m. Commission Budget Discussion

12:10 p.m. Brandt moves to approve the minutes of May 4.  Duman seconds. Motion carries with all in favor.

Duman moves to approve the $8000 commitment for FY22 for Ida-Lew.  Brandt seconds.  Motion carries with all in favor.

Brandt moves to approve the Order for Cancellation as per Abbie Hudson.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the PDC Financial Assistance Application.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve Order Granting Variance for Crosby.  Duman seconds.  Motion carries with all in favor.

Duman moves to approve the Order Granting Waiver from Subdivision Ordinance for Robinson.  Lindsley seconds.  Motion carries with all in favor.
