8:45 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley, and Brad Higgins and Kathy Ackerman, Clerk present.
The meeting opened with the Pledge of Allegiance.
Commissioner Higgins offered an opening prayer.
Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) d for Records Exempt from Disclosure. Lindsley seconds. Roll call-District 1-yes; District 2-yes; District 3-yes
8:59 a.m. End Executive Session
Brandt moves to deny the subordination request on case #IM 220103. Lindsley seconds. Motion carries with all in favor.
Brandt moves to release the lien on AS 2018-60 and 2018-65. Lindsley seconds. Motion carries with all in favor.
9:00 a.m. Jerry Zumalt reviews the Master Services Agreement with the Internet Service Providers on the fiber project for service in Nezperce and Grangeville. Zumalt advises that we will go out with an RFQ for the fiber management that will maximize service delivery, while also protecting infrastructure and investment-discussion. Brandt moves to approve the Master Services Agreement as presented. Lindsley seconds. Motion carries with all in favor.

9:30 a.m. Ted Lindsley updates regarding the surplus fuel tank that is currently at the jail-advises that the Road Department was not interested in utilizing their funds for this tank-discussion regarding selling the tank on Public Surplus versus authorizing the transfer to the Road Department for use in Elk City. Higgins moves to transfer the tank to the Road Department. Brandt seconds. Motion carries with all in favor.
10:01 a.m. Brandt opens public hearing for FY 26 Budget Reopening. Ackerman reviews areas of adjustment in budget-advises that this increases the spending authority in the budget, but will not require an additional taxpayer levy-discussion.
10:07 a.m. End Public Hearing.
Brandt moves to approve Idaho County Resolution 2026-07 Re-opening the Budget. Lindsley seconds. Motion carries with all in favor.
11:00 a.m. Patrick Schon, Fire Staff Officer with the Payette National Forest presents wildfire briefing. Dana Harris, New Meadows District Ranger and Jess Asmussen, McCall District Ranger are also present to field any questions the Commissioners may have. Schon advises that they are well-staffed this year and have additional equipment available that personnel is being trained to utilize-moving in a very positive direction.
Brandt moves to approve Idaho County Resolution 2026-08 for Single Source Dispatch Design with Valence. Higgins seconds. Motion carries with all in favor.
11:37 a.m. Brandt moves to approve the minutes of the March 24 meeting. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the Additional Meeting Request for Higgins for Public Health. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the hiring of Tom Remington in patrol. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the wage increase for Veronica Musso in Juvenile/Misdemeanor Probation for successful completion of probation. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the change order for the Woodland Road Safety Improvement project. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the grant support letters for True Log Cabin LLC and Syringa Hospital Ambulance. Lindsley seconds Motion carries with all in favor.
Brandt moves to approve the colocation addendum with Airbridge for the Kidder Ridge Tower. Higgins seconds. Motion carries with all in favor.
Brandt moves to approve the Order Granting Waiver with conditions for Moeiwoen Rupp. Higgins seconds. Motion carries with all in favor.
