MARCH SESSION              MARCH 31, 2020                    FOURTH TERM DAY

 10:00 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Mark Frei and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt regarding USFS DEIS Forest Plan Revision comment document.  Duman advises that he feels the comments are well presented-thanks Brandt and Marty Gardner for their work on it.  Brandt moves to approve the comment document and the cover letter.  Duman seconds. Motion carries with all in favor.

Brandt regarding questions from Connie Jensen-Blyth regarding operations in her department.  She has several questions that need to be addressed.

  1. Is Idaho County considered “essential” and/or all departments considered “essential” or just some such as the weed department?  ALL IDAHO COUNTY DEPARTMENTS ARE ESSENTIAL. OPERATIONS SHOULD BE CONDUCTED WITH REDUCED STAFF OR REMOTE WORK IF POSSIBLE IN ORDER TO REDUCE CONTACT AND PRACTICE RECOMMENDED SOCIAL DISTANCING.
  2. If we are considered “essential” does that mean we are exempt from the Governor’s stay-home order as long as we are still practicing social distancing?  SEE RESPONSE FOR #1.
  3. If we are given isolation order and can work remotely from our home offices are myself and employees authorized to work this way? EMPLOYEES WHO ARE UNDER AN ISOLATION ORDER FROM A DOCTOR, BUT WHO ARE ABLE TO WORK FROM HOME ARE ALLOWED TO WORK.
  4. If we are under isolation order, do we need to wait to go to the field until isolation order from doctor lifted? EMPLOYEES WHO ARE UNDER AN ISOLATION ORDER FROM A DOCTOR ARE NOT ALLOWED TO WORK IN THE FIELD OR COURTHOUSE UNTIL THE ORDER IS LIFTED BY MEDICAL PERSONNEL.
  5. Are we allowed to accrue comp-time when we are going to the field or otherwise?*  YES, GIVEN THE REMOTE NATURE OF FIELD WORK, COMP TIME IS ALLOWED FOR THE WEED DEPARTMENT AS IT HAS BEEN ALLOWED UNDER NORMAL CIRCUMSTANCES
  6. Is Joe allowed to earn over-time since he can’t earn comp-time as a temporary employee?* YES

10:15 a.m. Brandt regarding designation of mail out precincts-moves to approve the designation of Big Butte, Joseph, Lowell, Slate Creek 1 and Slate Creek 2 as mail out precincts. Duman seconds.  Motion carries with all in favor.  Brandt clarifies that these voters will receive ballots mailed automatically.  All others will be required to request an absentee ballot-discussion.

10:30 a.m. Brandt regarding bid opening for the Airport Pavement Rehabilitation Project-
Road Products, Inc. Spokane-Base Bid-$214,020.00, Alt #1-$21,880.00, Total-$235,900;
American Road Maintenance-Arizona-Base Bid-$214,165.00, Alt #1-$24,180.00, Total-$238,345.00; CR Contracting-Bend, OR-Base Bid-$191,173.00, Alt #1-$22,547.00, Total-$213,720.00

Brandt moves to approve the minutes of the March 24 meeting.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the minutes of the March 26 meeting.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the reappointment of Klarey Ewing to the Board of Community Guardians.  Duman seconds.  Motion carries with all in favor.  MacGregor updates that the next meeting will be held telephonically.

Brandt moves to approve the quote from CompuNet for Sophos renewal.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the quote from CompuNet for Cisco renewal.  Duman seconds.  Motion carries with all in favor.

Duman updates regarding concerned citizens in the Riggins area wanting assistance with all of the out of county people coming to seek refuge here.
