MARCH SESSION MARCH 29, 2021 FIFTH TERM DAY
9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Denis Duman and Kathy Ackerman, Clerk present.
The meeting opened with the Pledge of Allegiance.
Commissioner Duman offered an opening prayer.
Brandt regarding bid opening:
Cody Morrow/Pony Creek Outfitters-Torry Property only-$1400.00
Rad Mulching-Morrow $6500; Patton $31,800; Lawrence-$5000; Holes-$11,000; Torry-No Bid; Wise-$13,500.
Brandt moves to award the bid for the Torry Property to Pony Creek Outfitters and all other projects to Rad Mulching. Duman seconds. Motion carries with all in favor
Brandt regarding designation of mail-out precincts. Brandt moves to approve the designation as presented. Lindsley seconds. Motion carries with all in favor.
Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) b for Personnel. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes.
Brandt regarding ARPA funds-discussion.
Brandt moves to approve the minutes of the March 22 meeting. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the Order of Cancellation as per Abbie Hudson. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the hiring of Stacy Rice in District Court. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the Alcoholic Beverage License for Ryan’s Wilderness Inn.
Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the hiring of Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the donation of employee vacation leave to an employee for sick leave purposes. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the hiring of Carolyn Kuert as janitor. Lindsley seconds. Motion carries with all in favor.
Brandt moves to approve the additional meetings for Duman for Public Health and Brandt for CBC Workgroup. Lindsley seconds. Motion carries with all in favor.
Additional Meetings: Duman-IAC Unemployment-March 30; Behavioral Health-April 7. Brandt-Congressional Western Caucus-March 30.
Ben Stowell regarding the need for a road name off of Woodland Road-there are definitely some challenges in the area-discussion. Brandt moves to approve the naming of the road to Cougar Road. Lindsley seconds. Motion carries with all in favor.
Denis Duman regarding several possibilities for upgrading the Idaho County Jail-advises that he has been doing some research concerning locations that might be viable-discussion. Duman advises that the estimated cost is around $7.5 million for a 50-bed jail that would also house other Sheriff’s Office personnel-advises that the anticipated cost could be covered by Federal funding without going to the taxpayers. Discussion regarding plans for housing inmates from other counties. Duman advises that he hopes to have an RFQ for design out later this week. Ulmer advises that there may need to be additional positions to cover the additional capacity-feels that the cost would be offset by filling the open beds with out of county inmates. Duman moves that the County move forward with plans for the construction of a jail and that ARPA and Wyden funds be dedicated for this purpose. Lindsley seconds. Motion carries with all in favor.
Mike Cook regarding grant proposal for an airport lounge and snow removal equipment-discussion. Duman moves to approve the grant proposal. Lindsley seconds. Motion carries with all in favor.
Cook regarding lease of Lot 16-C & C Aircraft Property Management is the potential lessee. Duman moves to approve the lease. Lindsley seconds. Motion carries with all in favor.
Cook updates regarding Pittsburg Landing Campground Project.
Cook updates regarding taxi lane project.
Gene Meinen regarding Roby Road Bridge-John Watson, JUB Engineers, presents some concerns regarding proposed repair-discussion regarding grant funding through LHTAC. Commission directs monitoring of the Roby Road Bridge, with applications put together for other Idaho County bridges that might fit the funding model through LHTAC. Commission also directs Meinen to look into traffic counters to monitor traffic on various bridges.
John Watson question Commission regarding a project in Cottonwood that will impact the Idaho County Fair Grounds-questions who he should contact.
Gene Meinen advises that many of the projects that are intended to be qualifying for Federal funding must be shovel-ready.
