 8:30 a.m. The board convened with Commissioners Skip Brandt, Denis Duman and Mark Frei and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Duman moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

8:44 a.m. Carol Moehrle, Kim Johnson of St. Mary’s Hospital and Mark Frei are on the phone

Carol Moehrle, North Central Public Health, provides update-advises that there are still no confirmed cases in our district-Blaine County has the most confirmed cases.  Brandt questions how many of the confirmed cases are in the hospital-Moehrle advises that all patients are currently resting at home.  Abner King updates on Syringa’s plans for expanding the number of beds if necessary-they do have 4 short-term ventilators.  Kim Johnnson advises that they are also making plans to expand services-they have tents set up for screening.  Brandt questions the availability of test kits.  King advises that they do have limited testing available and it is taking a long time for results, but they haven’t had many people make it through the screening.  Brandt questions Sheriff regarding concerns-Giddings advises that they are using common sense. Jim Gorges advises that he spoke with some folks on the river who have come here from other counties-they have come specifically to get away from strict quarantine measures.  James Zehner advises that last week they saw an increase in of out of county foot traffic-that has slowed down this week-the circuit breaker deadline has been extended to June 15. Brandt questions what extensions have been given by the State concerning DMV activities-Zehner and Giddings advise extension on renewals to June 1.  Kirk MacGregor updates regarding updated Supreme Court Administrative Order.  Brandt questions if a plan is being discussed to handle the backlog once the Courts open back up-MacGregor advises that the only update he has seen is regarding the speedy trial requirement which has been waived due to COVID 19.  Matt Jessup advises that the State Board of Education has ordered that schools be closed until April 20,

Jerry Zumalt regarding a resolution 2020-04 for Disaster Declaration-advises that part of this declaration directs that all funding go through the county.

Jerry Zumalt regarding a resolution, 2020-05 for Emergency Funding and the delegation of authority to manage emergency disaster requests for assistance.

Brandt moves to approve Idaho County Resolution 2020-04 Disaster Declaration.  Duman second.  Motion carries with all in favor.

Duman moves to approve Idaho County Resolution 2020-05 for Emergency Funding.  Brandt seconds.  Motion carries with all in favor.

Brandt questions the Elected Officials regarding limiting services to Idaho County residents. Zehner and Hudson advise that they do not feel this measure is necessary at this time.

Brandt questions Ackerman regarding elections-Ackerman advises that she is awaiting further direction from the Secretary of State-is working on emphasizing people to request absentee ballots.

Duman moves to approve Idaho County Resolution 2020-06 regarding Courthouse operations.  Ackerman reviews the contents of the resolution.  Brandt seconds.  Frei questions the directive concerning restaurants and bars-advises that he is opposed to any directive that people should not go to restaurants and bars.  Ackerman clarifies that the resolution encourages the public to continue to support our local businesses by taking advantage of options that are being provided through drive-thru and pick up.  Motion carries with Brandt and Duman in favor.  Frei opposes due to wording with regarding to restaurants and bars.

9:36 Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)f for legal.  Duman seconds.  Roll call-District 1-yes; District 2-yes via phone; District 3-yes

11:30 a.m. End Executive Session

Brandt moves to approve the minutes of the March 17 meeting.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei is off the call.

Brandt moves to approve the wage increase for Lesli Swenson for successful completion of probation.  Duman seconds.  Motion carries with Brandt and Duman in favor. Frei is off the call.
