10:15 a.m. The board convened with Commissioners James Rockwell, Skip Brandt and Jim Chmelik and Kathy Ackerman, Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Syd regarding claims:

Chmelik moves to approve the claims.  Brandt seconds.  Motion carries with all in favor.

 

10:30 a.m. James Zehner presents estimate for digitizing tax record books-amount is $1,580.00, but that may be a bit light given the number of pages they have-discussion.  Zehner will come back in July with a more exact figure.  Zehner regarding review of property exemptions-it is required by Idaho Code that these be reviewed on a yearly basis-thorough review was done about five years ago with a number of items cleaned up-additions since then have been at the approval of the Commission.  Discussion.  Commission has no objection to current exemptions.

 

Rockwell moves to approve minutes of the March 5 meeting as amended.  Chmelik seconds.  Motion carries with all in favor.

 

Approval of Reduction of Solid Waste Fees per application income under $8500 and assets under $50,000-Bette Blair.

 

Approval of wage increase to $11.94 per hour for Deputy Indigent Clerk Camden Willis for successful completion of probation.

 

11:00 a.m. James Rockwell regarding Firearms Resolution-discussion.  Brandt moves to approve Idaho County Resolution 2013-01 upholding the 2nd Amendment.  Chmelik seconds.  Motion carries with all in favor.

 

11:15 a.m. James Zehner regarding language to address Homestead Entry Surveys in the subdivision ordinance-advises that he, Marsha Cunningham and Kirk MacGregor worked on this at length last week and discovered that the requirements for requesting a variance through the subdivision ordinance covered the intent-discussion.  Zehner will work on this a bit more and will come back this afternoon to present new wording.

 

11:30 a.m. Rockwell moves to go into Executive Session pursuant to IC 67-2345(f)-legal.  Chmelik seconds.  Roll call-District 1-yes, District 2-yes, District 3-yes.

11:56 a.m. MacGregor regarding request for a variance within the city of Grangeville Area of Impact-we haven’t had an application form in the past-discussion.  Rockwell moves to accept application for variance with a fee of $200.  Brandt seconds.  Motion carries with all in favor.

 

12:00  p.m. Recess for lunch.

 

1:00 p.m. The Board reconvenes

 

Gene Meinen regarding agreement with the Payette National Forest regarding road maintenance-language has not been agreed upon-he will have to bring this back again.

 

Meinen regarding agreement with Kidder Harris on a FEMA project-questions whether we should bill them for 10% that wasn’t covered by FEMA-discussion.  Meinen will pursue billing.

1:30 p.m. James Zehner and Marsha Cunningham regarding proposed wording for subdivision ordinance as it pertains to Homestead Entry Surveys-discussion.  MacGregor approves proposed wording. Rockwell moves to approve and adopt the amendment of the subdivision ordinance to include the wording under definitions to include “Any Homestead Entry Survey; or Any 40 acre parcel within a Homestead Entry Survey. In the event there is a remaining parcel of less than 40 acres, that parcel will not be considered an original parcel. “ Brandt seconds.  Motion carries with all in favor.  Discussion-MacGregor advises that he believes the wording should be modified to include the word ‘division’.  Chmelik moves to modify wording to read “Any Homestead Entry Survey; or Any 40 acre or more parcel division within a Homestead Entry Survey. In the event there is a remaining parcel of less than 40 acres, that parcel will not be considered an original parcel.”  Brandt seconds.  Motion carries with all in favor.
