The Board met at 9:00 a.m. with all members present.
The Board continues to meet as Board of Equalization.
Ray Hamell, Diamond Springs Ranch LLC, Diamond Springs Ranch Phase II – Lot 11 (4.16 AC) and Rapid River Ranch Estates – Lot 12 (5.814 AC) and Diamond Springs Ranch – Phase II Lot 6 (20.27) and Diamond Springs Ranch Phase II Lot 5 (18.69) and Shaw Subdivision Lot 1 Block 1 (.744 AC) and Shaw Subdivision Lot 2 Block 1 (.461). Ray feels all parcels should be less than 2008 values.
Max representing the county. Presented sales in this area. Discussion followed on lot sizes within the subdivision – whether home sites or rough acres.
Eugene M. Shepherd T23N R1E Sec32 (2.7000 AC) and T23N R1E Sec 32 (1.120AC) Regarding Parcel 103 – $222,497 excessive – dropped to $204,525 – still high requesting lower value. The other parcel is a bare piece of ground – no improvements – raised by $30,474 – requesting drop in value.
Max representing county – presented comparable sales – this property never appraised before, because no lots until now. Max explained the process for figuring market value.
Rob Mason and Staff, Selway Bitterroot Foundation Interns, requesting information from the commissioners on their views of public lands. Various topics – employment on public lands – search and rescue – recreation – solid waste – natural resource base – management of land – forest fires – wilderness lands.
Elected Officials Meeting:
Assessor, James, – BOE meeting – July 1, 2010. Motor vehicle and ATV fees increase. Work continues on the Board of Equalization.
Prosecuting Attorney – Kirk – felonies – an increase reported on the burglaries within the county – solving cases. Child porn case – discussion followed. DUI’s – shows an increase – drug/blood tests – working on contract with Syringa hospital for someone to come to the courthouse to draw the blood. Drug operation within the county. Old evidence stored within the courthouse – getting taken care of – either released or destroyed or sold or kept for future evidence – working with sheriff’s office. Solid waste fee for post offices – they will pay since it is not a tax – only a fee.
Treasurer – Sharon – closing of the Three Rivers Mill in Kamiah – paying of taxes to the county – railroad property will take for tax deed – last taxes paid in 2006. Office is still collecting delinquent taxes. Tax collections – more people paying with credit/debit cards – working with people to make payments if unable to pay taxes in full.
Sheriff – Doug – things going well – replaced dispatcher – interview for deputy starting – ITD program for speed control on the roads is working well – felony arrests increase – fatal wreck yesterday – discussion followed. Drowning in the Little Salmon this morning – new vehicles have arrived. Detectives – doing outstanding job.
Kirk requesting one of the sheriff’s employees for filing work – will be paid when claim comes in.
Commissioners, James Rockwell, reported on the new business that will be in Grangeville – department store – various CEDA projects – airport project – Anderson Air Hanger – training of Navy Seals Unit within Idaho County. Industrial Revenue Bonds.
Commissioners, Jim Rehder, wind mills within Idaho County – offer made on old Forest Service building – working with Avista. Gun Range in Riggins – ready to submit to BLM – requesting help from Kirk. SRS reauthorization – will be attending Public Lands meeting in Reno. Travel Plan in September – closure of roads.
Commissioners, Skip Brandt – location of land fill in Lewis county – less than 40 miles from either of our transfer stations. Discussion on how process will work.
Clerk, Rose – recording fees – passport fees – budget process.

Gary Brown, Lisa Klinger, Anthony Botello, Payette National Forest re: 2010 Fire Policy – doing more risk management planning – all the rain seems to have postponed the fire danger. Co-ordination with the county for forest fires – staffing has remained the same. Warren Wagon road discussed – roads are washed out from all the rain. The road is open, a section of the road is damaged, but work continues to get it fixed.

Joel L & Margaret J. Chambliss re: T22N R1E Sec26 presented by Max. Chambliss feel $8,000 – $12,000 per acre or keep the value the same as 2007. Land went from $65,564 to $120,762 for 2010. Bldgs went from $16,187 down to $15,803 for 2010. Res #34 went from $154,692 down to $125,280.
Don Hamilton presented by Ron – T22N R5E Sec 10 (.912 acres) Feel market value should be $30,000 and Secesh Meadows Subdivision #2 Lots 28-29. Feels market value should be $100,000 at best. Presented sales.

Jerry Zumalt – Flood damage report – unable to do permanent repairs because of the state emergency declaration – permit issues involved – engineering assessments discussed on the flood damage – potential for FEMA to fund upgrades – cost accounting for emergency repairs – submission from Grangeville Highway Dist. for flood damage. Jerry will need to do a new request.
Skip – inspectors will be here July 7, 2010. No time set – only date.
Broadband/radio communication – Davis Comm. is still continuing at Salmon Point just above Riggins. Installed flooring, base board material, solar mount structure, and solar panel mounts.

Scott McDougal presented by Max – T22N R1E Sec27 (2.705 acres) Feels market value should be $32,000. Parcel T22N R1E Sec27 – Tax #14 (4.3 acres) Feels market value should be former assessment. Property has no utilities and has only one area that is build able.
Pleasant Valley Housing L. P. 220 N Myrtle, Grangeville, presented by Max – 36 units. Property is low income housing with restricted use and rents.
Bruce Meyer presented by Max – Twin River Ranch Phase III Lot 17. Feels market should be $39,900. County has it appraised at $67,200.
