Hardship – Elmer Mills – (recorded)
Elmer Mills – 1914 Graves Creek Road, Cottonwood, Idaho
Elmer – debate on when the house was finished – taxed for full year of 2009 – house is not completed – moved in 4-8-2010. Fifth year of being there while building house.
James Z. – stated Joyce Bruegeman put house on occupancy roll for 2009. Debate whether assessment is correct for 2009. Mills is on circuit breaker for 2010.
Joyce said Mills moved into house in 2009 – Mills disagreed. Mills is not on circuit breaker for 2009 – no homeowners exemption for 2009.
Joyce appraised in September, 2009 – sent appraisal in November, 2009 and James stated Mr. Mills should have commented on this at that time.
James stated that when a person moves into house – they have to appraise for a portion of the year.
Mr. Mills stated he lived in his fifth wheel during the construction of the house.
James Z. this is basically a hardship for 2009 – not a BOE.
Mr. Mills paid all of his taxes for 2009 – 367.38 paid for the house –
Skip stated the problem is between March, 2009 and September, 2009.
Should have been billed for $186.22 – refund of $279.33. Discussion followed.
James made motion to forgive $140.00 for hardship. Skip seconded. Motion carried.
James Zehner re: Vern Meyer using county vehicle to haul recycle materials to Fenn. Vern will be able to use vehicle, but has to replace gas and charge gas to solid waste. Vern will be able to use vehicle for other jobs if necessary.
James Zehner and Jerry Zumalt regarding E911 proposals – discussion followed. Visited with NezPerce County regarding their E911 system. Met last Friday – suggesting dispatchers to visit other facilities – will do this the next few weeks. Will return to commissioners later for a suggestion on one of the proposals.
Jerry stated we will have to take in consider with the proposals the training for the program. Possible of having the vendors visit with the commissioners if necessary.
James mentioned the room for the equipment – more room is required than what we currently have. Engineers will have to view area – making sure sufficient room is available.
Jerry Zumalt re: Disaster Declaration extensions regarding flooding within Idaho County – presented two extensions – coverage for financial movement June 8th – 29th. First extension covers June 15th – 22nd. Second extension covers June 22nd – 29th. Original declaration covers June 8th – 15th.
Skip made motion to sign Disaster Extensions Resolutions #2010-125 and 2010-126. Jim seconded. Motion carried with all in favor.
Skip reported on his visit with General Shawver when he visited Idaho County Flood Damage. The General also stated that Jerry Zumalt is one of the best disaster managers in the State of Idaho. Good job Jerry.
Disaster management inspectors will be in Idaho County July 7, 2010. James Rockwell may be the one that will be there for the review. Skip and Jim will be out of town.
Commissioners reports:
James – Three Rivers Timber Mill will reopen – thanks to James Rockwell. 60 jobs will be available. Dick Larson will open Larson Department store – purchased Miller Hardware – Rockwell was key instrument in getting this done. 6 primary jobs will be available for this store.
Jim – public health meeting in Idaho Falls report – meeting with Fred Kramer – Manning Crevice Bridge meeting tomorrow – fire planning meeting at the forest service building – BLM/RAC meeting in Cottonwood.
Skip – meeting with the Clearwater Collaborative – land exchange – future meetings.

Two liens/N-1’s One release of lien/N-1
Road name Change Hearing at the request of Andrew Puckett from Greer Road to Carrot Ridge Road – Russell Vessey stated it should be the Woodland Lolo Road. This road also runs into Clearwater County.
James made motion to change this road name to Carrot Ridge Road from Greer Road. Skip seconded. Motion carried with all in favor. Sheila Key will work with Clearwater County and send out letters to the residents that live on this road.
Funding to Joyce Dearstyne for her youth program discussed – Joyce requesting $12,000.00. James made motion to pay Joyce $3,000.00 for her youth program. Jim seconded. Motion carried with all in favor. This is a onetime money – this is justification for the MOSS program the county currently supports for the county schools. Money taken from Title III old money.
1:30 p.m. Baldwin Springs Road abandonment hearing in order for Kirk MacGregor to do legal research. I C 40-203 – land locking of property – does Mel McLean have alternate access to his property. Granting of an exclusive easement to McLean for road easement is not mentioned in the Idaho Code, if the road is abandoned.
Road cannot be abandoned if this land locks property.
Skip read a document by Daryl Mullinix Engineering and Surveying – mentioning this road may not be safe to use – Mullinix states a road constructed on this alignment will never safely accommodate passenger car vehicles, cement trucks, fire trucks, ambulances and normal vehicular traffic that a county road needs to accommodate.
Skip stated the commissioners must view the road site in order to made a decision.
Tony Schwab stated that Mel McLean is not land locked – he has a road he is currently using.
Schwabs stated that when it was all one piece of property – McLeans never did use the Baldwin Springs road.
Kathleen Hardin stated it has already been declared a public road – go from there.
Skip stated we received petition from McLean and Schwab to abandon the Baldwins Spring Road.
James Rockwell stated the idea that just because the commissioners allow this road to remain public – doesn’t mean the county will maintain this road.
Commissioners and Kirk will view road on the 29th of June at 3:00 p.m.
Doug Crump requesting money for Riggins Senior Citizens. James made motion to approve $250.00. Jim seconded. Motion carried with all in favor.

Jim – talked with June Whitten – solid waste meeting called by Carlson’s in Riggins. Discussion followed. Commissioners will meet with the city of Riggins to discuss solid waste fees.

Catering permit approved: Greencreek Hall – for St. Anthony’s Society – July 3, 2010
Courthouse remodel – Rhonda Wemhoff presented summary – elected officials viewed the courthouse for extra room.
Robert Simmons re: Kearl project – moving heavy modules over the Lolo Pass to Montana. Fire trucks and ambulances being held behind the heavy modules during the process. This will also affect the logging trucks. Discussion followed. City of Kamiah is looking at the economy, EMS and negative aspects on the way of life. Robert stated it would be best if they moved only at night. Support signatures will be from the counties and cities involved.
Consolidated dump sites that have been up since October, 2009 have been working very well in Simmons land.
