JUNE SESSION                                    June 21, 2011                         THIRD TERM DAY

 

10:30 a.m. The board convened with Commissioners Skip Brandt, Jim Chmelik and James Rockwell, and Kathy Ackerman Clerk present.

 

The meeting opened with the Pledge of Allegiance.

 

Bid openings: Horn Project

Pineda Post and Pole $1,365.71 per acre

5-Star Forestry $1200 per acre

Native Lands West $1060 per acre

 

Long Bluff Project

Native Lands West $22,710 total project

5-Star Forestry $28,000 total project

 

All bids reflect consideration for Idaho County residents and include hourly wage scale.

 

Bids will be reviewed by Randy Doman and bid will be awarded next week.

 

Kirk MacGregor reports that Idaho County prevailed in the Elk Meadows bridge case.

 

Chmelik moves to approve minutes of the June 14 meeting. Rockwell seconds. Motion carries.

 

10:45 a.m. Mike Cook regarding Warren dumpster site-discussion-letter proposing $500 for a completed special use permit drafted and signed. Cook regarding sale of Purdy trailer-funds will be placed in the General Fund. Cook spent some time talking with the FFA regarding the airport layout plan and moving the runway to the North on the property currently owned by the County-Cook will begin working on a draft ordinance to update the ordinance between the county and the city to protect this airspace. Cook met with the Grangeville Fire Department regarding protection in the event there is an incident there-there is a mutual aid provision with the Forest Service-this may need to be reviewed just so everyone knows that the airport belongs to Idaho County rather than the Forest Service. Cook regarding cost of well and drain field for Search and Rescue building-discussion-we will proceed with hook-up to City of Grangeville.

1:00 p.m. The Board reconvenes.

 

Rob Mason, Selway-Bitterroot Foundation introduces interns they have working with them this Summer-requests report from Commission regarding how wilderness areas impact local people. Brandt regarding the economic impact-wilderness users rely on the infra-structure provided by the limited tax base-advises that wilderness areas can limit the way residents are able to access areas ‘in their own backyards’. Rockwell provides comparison between the state of Texas, which is 100% taxable, to Idaho County, which is only 15% taxable lands-advises that increases in public land ownership/wilderness mean the loss of real jobs. Chmelik regarding the impact the loss of timber income on schools-area school districts have all had to pass large levies each year just to operate-this was not the issue 10 years ago.   Rockwell reports on the decrease in board feet production. Brandt expresses that the Forest Service would like to properly manage forests, but they are often shut down due to costly litigation that comes from environmental groups. Brandt regarding our involvement with other rural counties and groups working to find ways to utilize the National Forests and wilderness effectively and without the devastating economic impact-discussion. Rockwell regarding ‘payment in lieu of taxes’ and how wilderness could be owned by America.   Rob Mason provides update on wilderness license plate and reports that they have been actively working on supporting Idaho County through the hiring of a full time person from the Syringa area and through moving their bank accounts and insurance here.

 

1:45 p.m. Jerry Zumalt regarding agricultural disaster declaration-approximately 22,000 acres of ground in Idaho County have not been planted due to adverse weather conditions-requests signatures on letter to Governor Otter requesting that the USDA Agricultural Disaster Declaration be amended to include Idaho County. Brandt moves for the passage of Idaho County Resolution #2011-04. Rockwell second. Motion carries.

 

Brandt moves to approve materials bid from Diamond G Fence for 3 dumpster sites (2 80’ sites and 1 60’ site) totaling $23,198.31. Chmelik seconds. Motion carries.

 

James Zehner regarding window painting for the 4th of July-discussion. Brandt moves to approve expenditure up to $150 to hire someone to do this. Rockwell seconds. Motion carries. Zehner will coordinate this.

 

Zehner provides update on Board of Equalization-only 3 set so far.

 

Grace Brannan regarding issue she has had with the sewer permit inspector-discussion. Brandt will find out who Mrs. Brannan needs to follow up with and will get back to her with the information.

 

2:25 p.m. Kirk MacGregor regarding lease with Bennett’s for Idaho County Recycling drop off site-discussion. Shelley Dumas, representing ICR, advises that they are hoping for start-up in August at new locations-advised that a site in Harris-Kidder area will replace Kooskia site. Brandt speaks with ICRMP agent, Don Solberg regarding insurance coverage for ICR sites-no specific coverage since the insurance coverage is supplied through Lewis-Clark Recycling with Idaho County as an additional insured. Brandt moves to approve signing lease. Chmelik seconds. Motion carries. Insurance issue will be discussed next week. Ackerman will fax lease agreement to Solberg and follow-up with him.

 

2:45 p.m. Brandt moves to go into Executive Session pursuant to IC 31-874/Indigent. Chmelik seconds. Roll call-all in favor.

2:55 p.m. End Executive Session.

 

3:00 p.m. Del Lunders regarding road near Woodland that is not currently maintained by the county-requests legal access through the recording of old original documents that are held the road book in Recorder’s Office-discussion. Brandt requests letters of support from the property owners who might be affected by this prior to approval from the Commission. Lunders will work on getting requested letters and will get back to us. Brandt questions whether there is a statute pertaining to adding/acknowledging an old road such as this. Meinen questions regarding the intent to maintain/develop road should this request be approved.

 

Meinen regarding Crooked River Road and issues regarding violations on load limits-requests permission to do a damage analysis and present a bill to the Forest Service for permitting this activity to happen. No objection from Commission. Meinen regarding providing maintenance on roads that have been only seasonally maintained in the past-we may need to consider returning to this in the future given the economic climate-discussion. Lucile dumpster site is ready to go and the Pollock site will be ready next week.
