 9:00 a.m. The board convened with Commissioners Ted Lindsley and Denis Duman and Bette Polack, Deputy Clerk present.  Commissioner Brandt is absent.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

9:00 Jerry Zumalt regarding authorization for contract amendment with JUB. Zumalt explains they are contributing more hours and have completed project schedule/timeline and right-of-way permitting spreadsheets from grant portal; attended additional weekly meetings throughout extended grant application period; updated route map; reviewed risk management draft. Duman inquires as to whether the grant has been awarded. Grant has not been awarded at this time. Discussion. Contract amendment was an increase from $4000 to $6400.

Zumalt has a purchase order for $60,000 for studies to be done.  Discussion about spending money for studies before the grant is awarded. Duman moves to approve a $60,000 purchase order contingent on approval of grant award. Lindsley second. Motion carries with Duman and Lindsley in favor. Brandt absent.

Duman makes motion to approve claims. Lindsley seconds. Motion carries with Duman and Lindsley in favor. Brandt absent.

9:30 Doug Ulmer regarding Salary Step Proposal starting 10/01/2023 for year 23/24-explains how the process would work with the Sheriff’s Office. Discussion regarding the step program and how to be competitive with other agencies so we don’t lose employees. Duman moves to approve Step Wage Proposal. Lindsley seconds. Motion carries with all in favor. Brandt absent. Ulmer requested to start purchasing uniforms throughout the year-Commissioners have no objection.

9:45 Les Boyce regarding the plowing of Lightening Creek Road. Boyce is requesting the County plow an extra mile. He is concerned that in winter the road is bad and will cause an accident.  Gene Meinen explaining that it is a Forest Service Road so there are specific things that must be done. There are also problems with finding a spot to turn around. Meinen explains that several residents of the county are asking for extra road maintenance but at this point the Road Dept. does not have the employees, equipment, or funds to take on more road miles. Discussion on the logistics of how the county could take care of the road. Lindsley suggests more discussion when Brandt is back. Lindsley will be in touch with Les Boyce when it is on the agenda again.

Duman moves to approve the minutes of July 18. Lindsley seconded. Motion carries with Duman and Lindsley in favor. Brandt absent.

Duman moves to approve additional meetings for the CMC in Orofino. Lindsley seconds. Motion carries with Duman and Lindsley in favor. Brandt absent.

Invitation from Fair Board for Idaho County Commissioners to attend the Ribbon Cutting Ceremony to open the Idaho County Fair on August 16 at 8:30 a.m.

10:15 Duman moves to go into Executive Session pursuant to Idaho Code 31-874 regarding Indigent proceedings. Lindsley seconds. Roll call-District 1-Absent; District 2-yes; District 3-yes

Discussion on moving the dumpsters at Graves Creek. Duman is optimistic that they will relocate them to a better area. Discussion on the other sites throughout the county.
