The Board met at 8:45 a.m. Randy Doman, Jim Rehder, Alice Mattson, Commissioners, Rose Gehring, Clerk, present.

Commissioners meet as Board of Equalization for sub sub roll.

Elected Officials meeting:
Jim Beckman – legislative issues
Rose Gehring – demonstration on new voting machines
Larry Dasenbrock – New Windows for the jail – policy manual
Sharon Cox – legislative issues – mission statement
Alice Mattson – dumpster phone calls
Jim Rehder – legislative committee report – roadless project – manufactured home ordinance
Randy Doman – subdivisions – wolf depredation – roadless issue – solid waste.

-Jon Stroop – road report
– Nick Gerhardt, NNF, reported on transportation enhancement program – grant application – South Fork Clearwater River Sediment Reduction – State Highways 13 and 14 – to reduce cut slope erosion – cost $192,500 – requesting letter of support – discussion – letter drafted by Randy – commissioners approved letter – signed.
– Jon – Rail Road Crossing in Kooskia area – discussion – will apply for a grant to fix problem. Kooskia road problem with ditch vs culvert at Howard Arlt property – discussion – Jon will go with ditching to solve problem.

James Zehner re: map scanner – discussion followed.

January 12, 2006 minutes – Jim made motion to approve minutes as amended. Alice seconded. Motion carried.
January 17, 2006 minutes – Jim made motion to approve minutes as amended. Randy seconded. Motion carried.

Dennis Albers – regarding consideration of adopting policy under Subdivision Ordinance – Article III Section B2 – State Highway Dept. should be on the list of the entity having the right to comment because it may be a substantial cost if the road has to be modified.
– Jim made motion to add sending notice to Idaho Department of Transportation during subdivision process. Randy seconded. Discussion. Motion carried with all in favor.

Dennis Albers re: Ordinance #50 – discussion. Packet will be prepared to distribute to the public regarding mobile homes.

11:45 a.m. Randy made motion to enter into executive session for indigent claims. Jim seconded. Motion carried with all in favor.
12:08 p.m. Executive session ended. Regular session resumed.
Randy made motion to approve Ruzicka,s subordination agreement. Jim seconded. Motion carried with all in favor.

Rebecca Warden re: computers throughout the courthouse. Discussion followed.
Commissioners requesting Rebecca to do further research.

Randy reported on roadless area project

David Bearman, Ridgerunner Fire Department, need central fire station – discussion followed on best location for fire station. Residence in this area will receive a news letter to educate – regarding savings to them and shorter response time – members may then also find property for fire station.

Charlie Holliman re: Silver Lakes Estate Phase II preliminary plat – discussion followed on roads within subdivision – requesting road to be private.
– Randy explained the road has to be built to LHTAC standards – wants to see deed and title search on property.
