 9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Brad Higgins and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Higgins offered an opening prayer.

Brandt opens discussion regarding the Commission chairmanship.  Lindsley moves that Commissioner Skip Brandt continue as Chairman.  Higgins seconds.  Motion carries with all in favor.

Brandt reviews various committees and openings in light of Commissioner Duman’s retirement-discussion.  Brandt moves to designate Ted Lindsley as the Representative for the Magistrate Commission.  Higgins seconds.  Motion carries with all in favor.  Brandt moves to approve the following other Committee Assignments.  Higgins seconds.  Motion carries with all in favor.

9:30 a.m. Meranda Small gives U of I Extension update-4-H clubs are up and running for this year, the Ambassador program and leaders have events coming up, and things are coming together nicely.  Small reports that the 2025 Regional Beef School series kicks off tonight in Cottonwood focusing on genetics, reproduction and calving.  Small is also traveling for the Idaho 4-H Livestock Management State Skillathon contest and for the Cereal Schools in a few weeks.  Small advises that the Victory Garden series is set to start mid-February.

9:45 a.m. Doug Ulmer regarding the possibility of bringing on an intern to do various tasks associated with the Sheriff’s Office-this would be a less than 30 hour per week position-discussion.  Lindsley moves to approve employing Troy Benefield as an Intern for the Sheriff’s Office.  Higgins seconds.  Motion carries with all in favor.

9:50 a.m. Brandt moves to approve the minutes of the January 7 meeting as amended.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the appointment of Brad Higgins to the Stibnite Foundation.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Order of Cancelation as per Abbie Hudson.  Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the Alcoholic Beverage Licenses for The Idaho Banana Co., Wolftrack Brewing, Rodonna’s Country Haus, Muffin Tops This Bakery & Restaurant, Riggins One Stop

Lindsley seconds.  Motion carries with all in favor.

Brandt moves to approve the appointment of Mike Murphy, Dan Gunter and Chet Barnett to 4-year terms and Chuck Pottala and Gary Renshaw to 2-year terms for the Idaho County Snowmobile Advisory Committee.  Lindsley seconds.  Motion carries with all in favor.

Lindsley moves to approve the claims.  Higgins seconds.  Motion carries with all in favor.

10:18 a.m. Denis Duman presents contingency recap prepared by Kenaston Corp. for the new jail.  Discussion regarding the threshold for change-orders.  Brandt moves to approve Denis Duman continuing as an Idaho County employee for the purpose of overseeing the jail project effective February 2 as per the job description.  Higgins seconds.  Motion carries with all in favor.  Brandt moves to authorize Duman to approve changes up to $10,000 on the jail project. Jessup advises that no motion is necessary as that amount is included on the job description attached to the hiring approval.  Brandt withdraws his motion.  Duman provides a construction update advising that all of the cells are now in place.

10:28 a.m. Brandt opens discussion regarding the Agricultural Protection Area Ordinance that is mandated.  Higgins advises that he has reviewed and sees no issue with it.  Meranda Small offers to assist when it comes time to appoint Board members.  Public Hearing will be set for February 11 at 10 a.m.

10:38 a.m. Brandt moves to go into Executive Session as per Idaho Code 74-206(1) f for Legal.  Lindsley seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes
