 8:30 a.m. The board convened with Commissioners Skip Brandt, Mark Frei and Denis Duman and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Brandt moves to amend the agenda to include a discussion at 9:15 a.m. regarding additional Forest Plan Revision comments.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve Idaho County Resolution 2018-06 Adopting the Sheriff’s Office Civil Fees. Frei seconds.  Motion carries with all in favor.

8:52 a.m. Brandt regarding claims against the excess proceeds on a tax deed sale for Schnider.  We received claims against the proceeds from Credit Bureau of Lewiston-Clarkston and City of Cottonwood.  Claims and statute reviewed.  MacGregor advises that Credit Bureau of Lewiston-Clarkston was first in line with their lien-proceeds should go to them.  Brandt moves to distribute excess proceeds to Credit Bureau of Lewiston-Clarkson.  Duman seconds.  Motion carries with all in favor.

9:00 a.m. James Zehner regarding GIS Maintenance renewal-$4795 is renewal amount-this is up about $100 from last year.  Zehner recommends keeping this for at least one more year-discussion. Duman moves to approve the renewal as presented.  Frei seconds.  Motion carries with all in favor.

9:15 a.m. Brandt regarding additional comment letter regarding the Forest Plan Revision-draft letter reviewed and revised.

9:45 a.m. Brandt regarding bid opening for May Day Project 11.2 acres-5-Star Forestry-$650 per $7280 total; Pony Creek Outfitters $795 per acre, $8904 total; Futuristic Forestry $500, $5600 total; D3 Native Woodworks-$473 per acre, $5297 total; Mondragon-$1000 per acre, $11,200 total.  Spider Webb 4 acres-Mondragon-$1000 per acre, $4000 total; D3 Native Woodworks-$342 per acre, $1368 total; Futuristic Forestry- $395 per acre, $1580 total; Pony Creek Outfitters-$495 per acre, $1980 total; 5-Star Forestry-$425 per acre, $1700 total; Pointer Project 5.1 acres-D3 Native Woodworks-$1119 per acre, $5706.90 total; Mondragon-$1000 per acre, $5100 total;  Futuristic Forestry- $535 per acre, $2728.50 total; 5-Star Forestry-$1100 per acre, $5610 total; Pony Creek Outfitters-no bid.  Frei moves to award Spider Webb to D3 for $1368; May Day to D3 for $5297, and Pointer Project to Futuristic Forestry for $2728.50.  Duman seconds.  Motion carries with all in favor.

10:15 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)b for Personnel.  Frei seconds.  Roll call-District 1-yes; District 2-yes; District 3-yes

11:30 a.m. Joyce Dearstyne regarding application for a Gem Grant through the Idaho Department of Commerce by Framing Our Community to renovate a building in their incubator project-Dearstyne advises regarding the business plan for the incoming business, as well as the expected number of new jobs.  Brandt questions regarding timeframe-Dearstyne advises that the application is due in March.  Brandt questions what will happen if the grant does not come through-Dearstyne advises they have enough money saved to get started on the project, as well as other potential grants.  Discussion regarding the application process-Dearstyne will work with others who have gone through this process on the Commerce portal.  Duman questions regarding the number of businesses who have utilized the incubator-Dearstyne advises 7 business have started with the incubator-all but one are still in existence. Frei questions why a grant is necessary to make the business viable-Steve Knutson advises that the upstart of the business is being funded by private sources, the grant is for renovating the building.  Brandt advises that there appears to be support to move forward pending the details of applying through Commerce.

11:48 a.m. Frei moves to approve the minutes of the February 13 meeting.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Additional Meeting Requests for Duman.  Frei seconds.  Motion carries with all in favor.

Brandt moves to approve voided check to St. Joseph RMC.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the Alcoholic Beverage Licenses for:  Reflections Inn.  Frei seconds.  Motion carries with all in favor.
