9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Brad Higgins and Kathy Ackerman, Clerk present.

The meeting opened with the Pledge of Allegiance.

Commissioner Higgins offered an opening prayer.

Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) d for Exempt from Disclosure. Lindsley seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

Brandt moves to approve the Active Scooter Plan. Lindsley seconds. Motion carries with all in favor.

Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1) d for Exempt from Disclosure. Lindsley seconds. Roll call-District 1-yes; District 2-yes; District 3-yes

Brandt moves to release the lien on Indigent Case # JL2013-017-paid in full. Lindsley seconds. Motion carries with all in favor.

9:30 a.m. Brandt moves to approve the minutes of the February 10 meeting. Higgins seconds. Motion carries with all in favor.

Brandt moves to approve the hiring of Michael Braseth in the Recorder’s Office. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the hiring of Lafe Waller in Noxious Weeds. Higgins seconds. Motion carries with all in favor.

Brandt moves to approve the wage increase for Detention Officer Caleb Banta for completion of POST. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the wage increase for Detention Officer Jami Zalewski for completion of POST. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the wage increase for Detention Officer Sarah Ogletree for completion of POST. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the Professional Services Agreement with JUB regarding the Woodland Road Safety Improvement Project. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the Alcoholic Beverage Licenses for Riverdance Lodge and The Grangeville Elk’s Lodge. Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the Findings of Fact and Conclusions of Law regarding the Petition to Vacate a Portion of a Platted Alley (Lund). Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve Idaho County Ordinance No. 74 regarding the Disposal of Tires. Higgins seconds. Motion carries with all in favor.

9:30 a.m. Alex Frei, Jana Frei, Mike Frei and Kristin Black, question what the Commission’s position is regarding Herd Districts. Brandt advises that although the Commissioners have the authority to create a district, in the past it has come through a petition of property owners-Jessup advises that if the County creates the district, those within in the boundaries would be taxed—if through the petition process, the property owners would be responsible for upkeep. Jessup advises that this would be heard via a Public Hearing-discussion.

10:00 a.m. Sheriff’s Office Special Awards Ceremony-Jabari James, Zackary Wilkins, Ben Wilkins, and Scott Sumpter honored for demonstrating exemplary life-saving measures.

10:30 a.m. Mike Cook presents agreement for reconstructing the Apron at the Airport-discussion regarding the reviewed costs and scope of the project. Lindsley moves to approve the agreement. Brandt seconds. Motion carries with all in favor.

Cook updates regarding other Airport projects.

11:00 a.m. Justin Lockett presents updated form and proposal for providing information to citizens wanting records to submit for Downwinders claims-discussion regarding the amount to charge for the research and copies. Lindsley moves to approve a $30 fee for research and copies. Higgins seconds. Motion carries with all in favor.

11:15 a.m. Lindsley regarding House Bill 621 regarding carrying of Concealed Weapons in Courthouses-discussion. Higgins will see if this is going to be taken up by the Idaho Association of Counties Legislative Committee and report back.

11:27 a.m. Guy VonBargen presents piggy-back quote for asphalt from Idaho Asphalt-planning on 15-20 miles of resurfacing this year. Brandt moves to approve the quote as presented. Lindsley seconds. Motion carries with all in favor.
