The meeting opened with the Pledge of Allegiance.
Commissioner Duman offered an opening prayer.

9:00 a.m. Brandt opens Public Hearing for the increase of Sheriff’s Office Civil Fees-Brandt introduces parties present. Penny Casey sworn and testifies. Casey provides chart comparing our current fees to area counties. Mark Frei questions regarding increases. Doug Giddings advises that the increase in fees is necessary to the operation of the Sheriff’s Office Civil Department. Duman moves to adopt the fees as presented. Frei questions whether or not the fee for Writs of Restitution can be reduced-Casey advises this process usually involves several officers and is generally time consuming-discussion. Frei seconds the motion. Motion carries with all in favor. Ackerman will prepare a resolution adopting fees for the meeting next week.
9:17 a.m. End Public Hearing
9:25 a.m. Brandt regarding Resolution 2018-05 for the Destruction of Ballots for the March 2016 Election. Commission reviews resolution. Brandt moves to approve the resolution. Duman seconds. Motion carries with all in favor.
9:30 a.m. Robert Simmons regarding increase in tonnage-they are currently over the max tonnage as per the contract-presents a letter representing the increase and the total costs over at $80.00 per ton. Discussion regarding the break down between areas-Simmons will come back for an Executive Session to go over the specific increases in each area. Brandt moves to approve the additional tonnage invoice for $7058.40. Frei seconds. Motion carries with all in favor.
9:45 a.m. Brandt regarding bid opening for Old Oliver Project-Futuristic Forestry-$685 per acre, $3082.50 total; Mondragon LLC-$1200 per acre, $5400; 5-Star Forestry-$650 per acre, $5058 total (incorrect math, corrected total $2925); D3 Native Woodworks-$667 per acre, $3001.50 total. Jim Davis verifies with 5-Star that the bid is $650 per acre-confirmed. Brandt moves to award the bid to 5-Star Forestry. Duman seconds. Motion carries with all in favor.
10:00 a.m. Brandt regarding the proposed comments regarding the Forest Plan Revision pertaining to Access and Recreation, Economic and Social Sustainability, and Recommended Wilderness-responses reviewed-discussion.
10:30 a.m. Brandt moves to go into Executive Session pursuant to Idaho Code 74-206(1)f for legal. Duman seconds. Roll call-District 1-yes; District 2-yes; District 3-yes
11:17 a.m. End Executive Session
11:18 a.m. Serina Fredrickson regarding concerns she has with her increased taxes this year-advises that she missed the homeowner’s exemption for last year-advises that she never received a form for declaring the exemption-feels this is not a fair process. Zehner advises that the sales form went to the address in Washington, which was on the deed-advises that they never received the letter back and the assessment notice was also mailed to the Washington address. Zehner advises that the address was changed in November and the Homeowner’s Exemption was applied for 2018. Brandt questions what the timeframe is for claiming an exemption-Zehner advises April 15-discussion. Brandt advises that the statues set the process for declaring a homeowner’s exemption and that to retroactively reinstate the exemption would mean trying to get taxing districts to send back money that has already been distributed to them. Frei advises that while he understands the confusion of not knowing Idaho laws, he feels that making an exception in this situation sets the standard for future requests. Commission takes no action.
11:30 a.m. Duman moves to approve the minutes of the January 30 meeting. Frei seconds. Motion carries with all in favor.
Brandt moves to approve the Additional Meeting Requests for Duman and Brandt. Frei seconds. Motion carries with all in favor.
Brandt moves to approve voided checks for IAC Coroners, BSN Sports, and University of Idaho Bursar. Frei seconds. Motion carries with all in favor.
Brandt moves to approve the Order for Cancelation with correction as per Abbie Hudson. Duman seconds. Motion carries with all in favor.
Brandt moves to approve the Certificate of Residency for Rachael Frei, Johnny Loughran, Ty Dominguez, Rebecca Kaschmitter and Destiny Knight. Frei seconds. Motion carries with all in favor.
Brandt moves to approve the Alcoholic Beverage Licenses for: Idaho Corp of Benedictine Monastery of St Gertrude, Big Iron Motel, Elk Creek Station and Café, Ryan’s Wilderness Inn Inc., River Clan Saloon, Grangeville Border Days, Oscars, Veterans Outreach & Community Center, River Rock Café, Melting Pot Café, Grangeville Elks Lodge #1825, White Bird General Store, and Baum Shelter Too. Duman seconds. Motion carries with all in favor.
