DECEMBER SESSION December 2, 2014 FIRST TERM DAY
9:30 a.m. The board convened with Commissioners James Rockwell and Skip Brandt, and Kathy Ackerman, Clerk present. Jim Chmelik will be a little late.
The meeting opened with the Pledge of Allegiance.
James Zehner regarding bids for the remodel of the computer room-only received one bid from Jerry Schwartz. Discussion. Rockwell moves to accept the bid from Jerry Schwartz providing that the work can be completed in January. Brandt seconds. Motion carries with Brandt and Rockwell in favor. Chmelik is absent.
9:45 a.m. Chmelik joins meeting. Jim Church and Greg Schumacher regarding Idaho County Fair Board. Two people are coming off the board-they are proposing Karla Enneking and Leigh Davis as replacements. Rockwell moves to approve the appointment of Karla Enneking and Leigh Davis to the Idaho County Fair Board. Chmelik seconds. Motion carries with all in favor. Ackerman will send out letters of appointment.
10:00 a.m. Rick Brazell introduces Cheryl Probert, the new Forest Supervisor for the Nez Perce-Clearwater. Ms. Probert details her past experience with the Forest Service. Brandt stresses the importance of the timber industry in both Idaho and Clearwater Counties and the jobs that are created. Brandt advises that our two counties have the existing and operational mills to process this resource. Brandt also advises that access to these public lands are very important to the people here-he is frustrated by the process that leaves these lands inaccessible due to an inability to manage the forests. Chmelik concurs with Brandt, adds that proper management is a matter of the health and safety of the citizens. Rockwell advises that smoke jumping as a means of wildfire management started here-this is now a nationally recognized method-Forest Service has a proud presence in this community. Rockwell advises that he represents the Grangeville area-expresses his concern for the move to Kamiah and indicates that the community would be well served if the current facilities could be utilized. Rockwell advises that the proposal for straightening Crooked River is completely unreasonable-that it destroys the historical value of early mining activites. Probert indicates that she appreciates the information and looks forward to furthering a working relationship with the Commission. Probert encourages the Commission to continue participation with collaborative efforts.
10:30 a.m. James Zehner regarding requests for exemptions for ag solid waste fees. Brandt presents minutes from a previous meeting where Richard Carignan provided documentation that his property is in a program with Fish and Game, who pays a solid waste fee. Rockwell moves to exempt. Brandt seconds. Motion carries with all in favor. Jeff Goldman regarding solid waste fees-he received 5 bills and only has 1 ranch-feels that a solution would be for farmers/ranchers to complete an affidavit when the property is in trust or otherwise set up for estate purposes-discussion. Rich Workman regarding his 80 acre parcel-has it leased out and creates no garbage-discussion. Larry Case regarding his ag property-advises that he feels this system is not fair to property owners who are left covering solid waste costs for people who abuse the current dumpster system-discussion. Zehner regarding bills on Case-one is under Mr. Case’s name and one is under Mr. Case’s names as a Trustee. Mike Johnson regarding 5.23 acre parcel that he purchased a few years ago from Jerry Arnzen-Jerry cuts about 3 large round bails of hay each year-is used primarily for recreation. Vern Anderson regarding 64 acre parcel up Wall Creek-property is contiguous, but there are two different parcels-discussion. Orville Martin questions what prompted the change-Rockwell advises that the method changed in order to better manage properties with agricultural exemptions and to alleviate the issues with tracking leases. Martin questions what the law is regarding Kooskia residents using dumpters-Chmelik advises that excesses are to be taken to the transfer station. John Gaither regarding clarification on policy-advises that he hears the Commission say they are for farmers, yet they also indicate that they don’t care how small the parcel is, everyone is getting hit with the bill. Gaither suggests a fair system would be to charge a fee per acre, so that the small guys would not be unequally hit with the fee. Gaither questions what the goal is-advises that this is simply wrong and that he feels that the Commission is not listening. Zehner regarding Ralph Russell, two parcels-one is a life estate. Zehner regarding Dave and Rita Mundt-no explanation for two bills. Zehner regarding Franklin Spoon-two parcels-one is a life estate. Zehner regarding Vernon Workman-both he and his son are paying separate ag fees, a third piece is held by both. Wes Lester-two parcels, will be transferred to his name only-this was an oversight as part of an inheritance. Fournier Family Trust-two parcels-two trust names. Zehner regarding mobile home tax cancellation-Rockwell moves to deny exemption request on this. Brandt seconds. Motion carries with all in favor. Brandt moves to exempt Russell, Mundt, Spoon, Workman, and Lester. Chmelik seconds. Motion carries with all in favor. Discussion regarding Goldman and Fournier-Rockwell suggests using an affidavit. Rockwell moves to exempt Goldman and Fournier pending approval of an affidavit regarding property held in trust. Chmelik seconds. Motion carries with all in favor. MacGregor will put together an affidavit form. Regarding Larry Case-discussion-tabled until Mr. Case provides trust information regarding others on the trust. Regarding Anderson and Johnson-Brandt moves to deny exemption request for Anderson and Johnson. Chmelik seconds. Motion carries with all in favor. Rockwell moves to deny exemption for Rich Workman. Brandt seconds. Motion carries with all in favor.
11:43 a.m. Kirk MacGregor regarding annexation of Grangeville Rural Fire Protection District. Rockwell moves to approve annexation as presented. Brandt seconds. Motion carries with all in favor. Order signed.
