 AUGUST SESSION          AUGUST 30, 2022      FIFTH TERM DAY

 9:00 a.m. The board convened with Commissioners Skip Brandt, Ted Lindsley and Denis Duman and Kathy Ackerman, Clerk present.  Commissioner Ted Lindsley is absent.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

9:02 a.m. Matt Jessup regarding latest changes in the East and West contracts with Simmons-discussion.

Brandt moves to pass Idaho County Resolution 2022-13 for the Solid Waste Franchise Agreement for the East Side contract with Simmons Sanitation.  Duman seconds. Motion carries with all in favor.

Brandt moves to pass Idaho County Resolution 2022-14 for the Solid Waste Franchise Agreement for the West Side contract with Simmons Sanitation.  Duman seconds. Motion carries with all in favor.

9:32 a.m. Mary Ann Blees questions solid waste fee structure-discussion. Brandt regarding Idaho County Resolution 2022-15 regarding Solid Waste Fees-moves to approve the increase.  Lindsley seconds.  Motion carries with all in favor.

9:40 a.m. Brandt regarding quote from Norm Rice for Mapping Dept. remodel-continued to allow for an updated quote for additional work.

9:43 a.m. Brandt moves to approve the EDPRO Grant with Commerce.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the wage increase for Philip Graham for successful completion of probation.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the request for extension for submitting L2 for the City of Stites.  Duman seconds.  Motion carries with all in favor.

Brandt moves to approve the request for extension for submitting L2 for the Grangeville Cemetery District.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Joint Services Agreement between the City of Cottonwood and the Sheriff’s Office.  Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Additional Meeting Request for Duman for CEDA.  Lindsley seconds. Motion carries with all in favor.

Brandt moves to approve the Certificate of Residency for Cheryl Gehring. Duman seconds. Motion carries with all in favor.

Brandt moves to approve the Minutes of the August 23 meeting.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Lindsley abstains, he was absent.

Brandt moves to approve the Detailed Damage Report for Toll Road.  Duman seconds.  Motion carries with all in favor.

Lindsley updates regarding Idaho Housing Meeting he attended last week.

Duman updates regarding the last CEDA meeting.

Discussion regarding upcoming Public Hearing-Commissioner Lindsley will recuse himself as he is an interested party identified on the mailing list.  Jessup advises that research can be done ahead of the hearing, but no discussion will be held prior to the public hearing.

Brandt advises that he has been appointed to the NACO Public Lands Steering Committee.

Duman advises that he was appointed as the Vice-Chair of North Idaho Public Health.  Nez Perce County Commissioner Doug Zenner will serve as Chairman.
