9:45 a.m.  The board convened with Commissioners Jim Chmelik and Skip Brandt and Annie Bledsoe, Deputy Clerk present.  Mark Frei is absent.

 

The meeting opened with the Pledge of Allegiance.

 

Chmelik moves to go into Indigent proceedings pursuant to Idaho County 31-874.  Brandt seconds.  Roll call-District 1-yes; District 2-Absent; District 3-yes

9:50 a.m. End Indigent.

 

Chmelik moves to amend the agenda to include an Executive Session at 11:50 am pursuant to Idaho code 74-206 (F) for legal. Brandt seconds. Roll call- District 1- yes; District 2-Absent; District 3-yes

 

10:00 a.m.  James Zehner provides update on Assessor’s Conference in Twin Falls last week-new tax systems coming in the future to counties will replace the AS400 and be PC based.   The counties will also be saving money due to ITD starting to pay mailing fees for renewal notices.  Zehner also advised that he is the new president for the Assessor’s Association.

 

10:15 a.m.  Miscellaneous Approvals

 

Chmelik moves to decline the additional anti-terrorisim insurance coverage at the airport-we have consistently declined this every year.  Brandt seconds. Motion carries with Brandt and Chmelik in favor.  Frei is absent.

 

Chmelik moves to accept the 2016 Emergency Management performance grant. Brandt seconds. Motion carries with Brandt and Chmelik in favor. Frei is absent.

 

Chmelik moves to approve the wage increase for District Court employee Sandra Pierce to $12.89 per hour effective August 29, 2016. Brandt seconds. Motion carries with Brandt and Chmelik in favor.  Frei is absent.

 

Chmelik moves to approve wage increase for ICSO Detention Officers Christian Gulotta to $13.80 per hour and Shawn Shaw to $15.07 per hour. Brandt seconds. Motion carries with Brandt and Chmelik in favor.  Frei is absent.

 

Chmelik moves to accept the order for tax cancelation from Abbie Hudson. Brandt seconds. Motion carries with Brandt and Chmelik in favor.  Frei is absent.

 

10:30 a.m.  Melisa Kaschmitter, ILCTEF President, provides update-requests that the County be the fiscal agent for the Idaho Community Foundation Grant that was recently awarded-grant for $25,000 partially funds a machine on site at Gem Chain Bar to provide workforce training.  Three local businesses will review the project when they are done. A machine simulator has been included-3 employees in the program, with 3 high school students and 3 brand new employees also in training. Discussion regarding training impact on wages and retention of employees.

 

Brandt moves to transfer the funds from Idaho Community Foundation to Idaho County to Gem Bar Chain. Chmelik seconds. Motion passes with Brandt and Chmelik in favor.  Frei is absent.

 

10:45 a.m.  Mike Dominguez, 5-Star Forestry, regarding proposal for youth program for next summer. IFG has two projects that they would like kids to start on right away. Dominguez would like the county to help get some more projects going.  Starting mid-May county projects will be advertised with consideration towards employment of youth and will give preference to those that employ youth. Dominguez hopes that next year there will be a better vision for this program.

 

11:00 a.m. Mike Cook regarding Salmon River Road Agreement- Cook doesn’t feel like we have all the information needed to sign this, unless there is a letter from Western Federal Lands this shouldn’t be signed yet.

 

11:15 a.m. Jim Chmelik regarding letter to Regional Forester Nora Rasure-discussion and revisions regarding letter.

 

Chmelik moves to approve the minutes from August 23. Brandt seconds. Motion carries with Brandt and Chmelik in favor.  Frei is absent.

 

11:30 a.m. Kurt Largent regarding concerns about enforcement of noxious weed statutes. Mr. Largent’s main concern is the spotted knap weed taking over.  Since 2004 he has hand pulled this weed and put ground cover in, but his neighbors are not taking care of their weeds. He would like the county to enforce the noxious weed law. The problem with the spotted knap weed is that it is too far gone to be eradicated, at this point it can only be controlled. It is more effective to get the county, federal and state to work together to work towards common goals, than it is to go after individuals and enforce that law.  Discussion will continue next week.

 

11:45 a.m. Gene Meinen regarding request for power washers-Meinen would like to purchase  a pressure washer for both the Riggins shop and the Elk City shop if we buy two  they will be $4631 each, they are  normally $5600.

 

Chmelik moves to approve the purchase of two pressure washers at $4631.00 each for the Road Department. Brandt seconds. Motion passes with all in favor.
