 8:30 a.m. The board convened with Commissioners Skip Brandt and Denis Duman and Kathy Ackerman, Clerk present.  Commissioner Frei is absent.

The meeting opened with the Pledge of Allegiance.

Commissioner Duman offered an opening prayer.

Joe Cladouhos requests an amendment to the minutes of August 4-advises that he understands the usual clerk was absent, but feels that the minutes should be updated.  In the alternative, Cladouhos requests an update on solid waste.  Discussion regarding locations for drop site and whether the County is purchasing or the vendor is purchasing.  Duman advises that he feels the minutes are adequate in that the discussion on August 4 reflected a general mention of Simmons looking at a site to purchase. Jessup reviews the statute pertaining to what needs to be reflected in the minutes-discussion.  Commission takes no action on request.

9:05 a.m.  Fire mitigation bid opening-only one bid received from Rad Mulching. Edwards Property 5.6 acres-$1,480 per acre; Enneking Property 4.01 acres-$7,800 per acre; Schlader Property 6.8 acres-$6,200 per acre. Duman moves to approve the bid from Rad Mulching.  Brandt seconds.  Motion carries with Brandt and Duman in favor.  Frei is absent.

9:19 a.m. Kathy Ackerman regarding the agreement for Indigent Defense Financial Assistance.  We will be receiving an additional amount this year, as a one time payment utilizing funds the PDC had in reserves.  Duman moves to approve the agreement.  Brandt seconds.  Motion carries with Brandt and Duman in favor.  Frei is absent.

9:37 a.m. Brandt moves to approve the Order of Cancellation as per Abbie Hudson.  Duman seconds.   Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the promotion of Road Dept. employee Donnie Clay.  Duman seconds. Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the hiring of Frank Mignrey for the Road Dept. in Riggins. Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the Certificate of Residency for Haley Russell. Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the EDPro Grant for Ida-Lew.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the hiring of Cammy Greig in District Court.  Duman seconds. Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the wage increase for Averie Proctor for successful completion of probation.  Duman seconds. Motion carries with Brandt and Duman in favor.  Frei is absent.

Brandt moves to approve the painting bid for the Law Clerk’s office.  Duman seconds.  Motion carries with Brandt and Duman in favor.  Frei is absent.

10:49 a.m. Abbie Hudson regarding problem with title company doing a title search of property to be sold-discussion regarding getting the parcel surveyed prior to sale.  Jessup advises regarding process for selling the parcel without a survey or title guarantee-advises we could sell the parcel ‘as is’, as it is listed on the parcel records.  Marsha Cunningham regarding the lack of adequate legal description for this parcel-a survey would clean that up.  Jessup advises that a litigation guarantee would be advisable after a survey.  Zehner will look into costs for a survey.

11:00 a.m.  Brandt moves to go into Indigent proceedings pursuant to Idaho Code 31-874.  Duman seconds.  Roll call-District 1-yes; District 2-absent; District 3-yes
